Mr. Corsi commented that the association owns the <br />property and the homeowner owns the home. Mrs. 0'Rourke questioned what different was between these homes <br />and a condominium. Mr. Corsi stated that in a condominium the owner does not own the land the home is built <br />on. In this family cluster, the homeowner owns the home as well as the land it sits on. The owner could place <br />more units on the lot but chose not too to allow the courtyards. The homeowners association will mainta.in the <br />yards, green space and all the exteriors of a11 the homes. Mr. Lasko questioned if the association would maintain <br />garbage removal, snow plowing and street maintenance. Mr. Corsi indicated Mr. Lasko was correct and that the <br />garbage would be picked up like any other single family home within North Olmsted curbside. Mr. Koeth <br />questioned how far off square footage wise were each of the units. Mr. Corsi suggested that they all meet the tota.l <br />minimum square footage just not the square footage of each floor. The 2 story units have a 1200 square foot first <br />floor and a 600 square feet second floor, and there are a couple that don't meet the 900 square foot minimum first <br />floor requirement. The first floors of those are designed to have 814 square feet to 878 square foot on first floor. <br />The second floors of all the units do not meet the cities minimum square foota.ge requirements. There are no , <br />single story homes but one of the plans offers a master bedroom on the first floor. Their ma,rket research shows <br />even empty nesters are looking for two story homes. Mr. Spalding reviewed that he lives in a cluster development <br />and felt that the parking for this development was inadequate. The driveways are to small and there is not enough <br />visitors parking spaces. Mr. Corsi commented that they exceed the minimum code requirements for visitor <br />parking requirements. Mr. Stephens suggested that they meet the city code and most of the exterior units could <br />accommodate 4 caxs in each drive. The total visitor spaces are double what the code requires. Only:the homes in <br />the alleyways do not ha.ve visitor parking spaces. Mr. Spalding suggested that the driveways are to short and do <br />not have enough room to accomrnodate any car. Mr. Corsi voiced that they meet the code and this development is <br />different from wha.t the commission has seen in the past and fits the owners needs. Mr. Spalding remarked that if <br />there were fewer units the drives could be designed adequately. <br />Mr. Koeth announced at 8:00pm there would be a short recess for Council: Meeting resumed at 8:08 p.m. <br />Mr. Spalding reviewed that the discussion was regarding the ina.dequate parking for the interior. units. The parking <br />for the interior units must be redesigned. Mr. Corsi reviewed that they meet the requirements of the codes <br />regarding visitors parking. It is within the covenant that all cars are garaged over night, no cars can be left out. <br />Mr. Spalding strongly voiced his concerns regarding the visitors parking and the inadequate amount of space for <br />the drives. Mr. Allan questioned if there would be street lighting for the development. Mr. Corsi suggested that <br />the lighting for the streets had not been developed yet and would come later. It will be submitted at a later time <br />and will be residential in nature. Mr. Allan questioned how many fire hydrants would be in the development and <br />if they meet codes. Mr. Corsi suggested that they meet all the requirements for fire codes. Miss Becker indicated <br />that the required space between each fire hydrant is 300-feet minimum. Mr. Stephens indicated that on sheet 2 of <br />3 the hydrants are only 200-feet apart. Mr. Spalding questioned what type of buffering would be used to decrease <br />the noise from the freeway. Mr. Stephens suggested that the landscaping plan shows there will be a berm and <br />existing landscaping .there are no plans for fencing. Mr. Spalding questioned the height of the berm. Mr. <br />Stephens suggested that it would be 1-foot to 2-feet high. He suggested that there is an existing 6-foot high chain <br />link fence along 1480 freeway. Mr. Spalding requested a board on board 6-foot high fence along the entire <br />property line, which abuts 1480 to be included with the landscaping; Mr. Corsi stated they would take it under <br />consideration. Mr. Koeth requested the applicant review the above ground water detention in more deta.il. 1VIr. <br />Stephens indicated that tlie basin would be located in the south west corner of the lot. It will be 6-feet deep, the <br />top of the basiri will be 6-inches lower than the existing ground to accommodate the neighbors and their water <br />problems. This will also accommodate the water behind units 13 through 16. The existing topography is being <br />used to handle the standing_water. The outlet structure will reta.in the water according to your codes until it is <br />released onto 1480. highway the same way the remaining units will drain. Mr. Koeth questioned if the applicant <br />was suggesting there would be grass and flowers in the detention basin. He questioned how the level of water <br />would be maintained. Mr. Stephens suggested the basin would have a grate that is set to a 100-year flood <br />elevation. It has windows on the side that are set to a 50-year flood elevation, at the bottom of the basin there will <br />be an orifice that will be sized for a 10-yrear storm. It will slow water down filter, clean and dump it onto the <br />freeway. This far exceeds the cities regulations for retaining water and takes on the neighbor's water at the same <br />time. Mr. Koeth questioned who would be responsible for the basin and cleaning it out. Mr. Stephens indicated <br />that the association would be responsible for keeping it clean and cleaning it out. To clean the basin you just slide <br />the grate out, the debris passes by the grate and then just put the grate back. Mr. Koeth questioned if the <br />applicants had pernussion from the state to dump water onto 1480. Mr. Stephens suggested that they met with the <br />2
