encourage the applicant to solicit an easement and build a driveway out back, if the neighboring property <br />owner would accommodate it. Mr. Allan asked if that is an issue to be addressed prior to sending the <br />proposal to the Board of Zoning and Development or should they get the variance granted and then _ <br />concentrate on details. Mr. O'Malley said the board might be directing the applicant to the Architectural <br />Review Board and to the Board of Zoning Appeals and, as noted, there might be a request for a traffic <br />study. They can encourage the applicant to solicit and consider a shared drive. They could have the <br />applicant go to the Architectural Review Board arid come back to the Planning Commission before it <br />goes to the Board of Zoning Appeals. Mr. Koeth commented that with any new development, especially <br />something like this, they need to have it checked by the traffic engineer. It is a very busy section of road. <br />Mr. Brown indicated he spoke with Larry Griffith, the Assistant City Engineer, and it was mentioned that <br />on the east drive there is currently a gate loop, or a traffic signal loop; to activate the signal. Mr. Griffith <br />made the comment when tliey spoke that the loop would have to be replaced. Mr. Brown said it is not on <br />any of the plans but that is their intent. Mr. Deichmann indicated there is a loop detector for the <br />driveway. Mr. O'Malley said that if someone is cued up to exit the east drive of Speedway, all the lights <br />controlling Lorain and Brookpark are going to come to red and allow traffic to exit, Mr. Koeth asked if <br />the signs on the canopy will be lit. Mr. Brown replied they will be internally illuminated. Mr. Koeth <br />mentioned the board will need dimensions on that as well. Mr. Koeth said the board would like to see <br />what they will really look like. He asked Mr. Rymarczyk if the building would fall into code if the <br />applicant took the signs off the building. He wondered if they would still need a variance. Mr. <br />Rymarczyk said the canopy signs are currently not permitted according to code. Mr. Koeth pointed out <br />there is a sign on the dispenser. Mr. Rymarczyk said there are five pumps and each one has a sign. It <br />falls under our code as a ground sign so therefore there are a total of 6, which includes the one out by the <br />road. Mr. Koeth asked if they can be removed since they are only used for advertisement. Mr. Brown <br />indicated they could be removed but their preference would be to keep those signs. Mr. Koeth said he <br />would like them to conform and not have a sign on the dispensers. Mrs. O'Rourke pointed out that they <br />are allowed to have a ground sign. There was further discussion about signage. Mr. Brown said they are <br />proposing two signs on the building that read Speedway, with the moving "S" over the door, plus the <br />reader board on the building. Mr. Spalding asked if there are two Speedway signs out over the front <br />canopy. NIr. Brown indicated that was correct plus the moving "S". Mr. Koeth said that since they have <br />that letter over the door, they would not need it on the canopy. He said they would like to see a new <br />rendering of that. He would like to see the inoving "S" just over the door of the building. Mr. Brown <br />said with regard to the canopy signage, he drove along Lorain and Brookpark and the ground mount sign <br />is fairly easily concealed if someone is behind any kind of traffic. He thinks the canopy signage they are <br />putting there is solely for that recognition further back. Mr. Brown said if they are looking at getting rid <br />of the moving "S", they may look at moving one of the Speedway signs from the end to the front. Mr. <br />Koeth indicated they want more landscaping up front and less in the back. Mrs. O'Rourke pointed out it <br />would have to be low for vision purposes. Mr. Koeth commented that when the applicant is sent to the <br />Architectural Review Board, the board can give them some ideas. He theri asked for questions from the <br />audience. There were none. <br />R. Koeth made a motion to table Speedway, 26516 Lorain Rd., and move it to the Board of Zoning <br />Appeals after another review by the Planning Commission with the following recommendations: The two <br />- Speedway signs on the building are to be eliminated and only the moving "S" will be over the door. The <br />signs on the dispensers are to be eliminated. The only two Speedway signs on the canopy can still be <br />shown. The ground sign will stay the same. The reader board will remain. They will recommend that <br />the 4-foot variance for front yard setback for the driveway be granted. In order to come back to the- <br />Planning Commission they would like to see a rendition of the canopy with the lighting pattern, with <br />underside lights. They need to see a drawing of the enclosure for the trash receptacle. They will need to <br />show that the guardrail is taken out and that landscaping will take its place. The board will request a <br />traffic report. The board would like a better landscaping plan with more planting in the front. They want <br />a color rendering.
