( - <br />have a comparable facility in the area. Mr. Brown replied they have one under. construction in Olmsted <br />Falls. Mr. Koeth asked if the underground tanks will be replaced. Mr. Browri' indicated they will be <br />replaced. Mr. Allan asked what material the current tanks are made of and inquired about the material to <br />be used for the replacements. He wondered if that is controlled by the city, the EPA, or a government <br />regulation. Mr. Brown indicated if they have underground storage tanks that will take care of the tank <br />requirements. They have something called either a Phase I or Phase II Environmental Assessment to <br />determine if they would need double-walled tanks. Mr. Koeth asked Mr. Deichmann if the city has to do <br />anything if the EPA controls it. Mr. Deichmann said it is the state that governs the underground tanks. <br />Mr. Brown indicated they are putting in double-walled fiberglass tanks. Mr. Koeth commented on the <br />guardrail- around the property and asked if it would be replaced. Mr. Brown said he believes it will be <br />removed. Mr. Koeth said he would recommend that. it be removed. IV1r. Brown indicated the existing <br />landscaping will also be removed and be replaced. Mrs. O'Rourke commented that the new building will <br />be a nice improvement. Mr. Brown said it will be twice the sales square footage that they currently have. <br />Mr. Allan inquired about hours of operation. Mr. Brown indicated he is not certain but.for the most part <br />they run businesses 24 hours a day. Mr. Spalding asked if there will be parking adjacent to the side of <br />the building. Mr. Brown indicated the parking is up front and he referred to the drawing. Mr. Koeth <br />indicated he wanted to review signage. Mr. Brown confirmed there would be signage on the canopy and <br />on the building. He said the fourth sign is a reader board with changeable letters for advertising. Mrs. <br />O'Rourke asked if the flagpole will be staying. Mr. Brown said it is not staying but if the board would <br />like to request that, he will make a note of it. He mentioned maintenance has been an issue with the flag. <br />Mr. Koeth said the board would like to have the flagpole stay, and if the flag gets torn, it should be <br />replaced. Mr. Koeth said if they plan to light up the site as they have indicated, he does not see a need <br />for the Speedway signs on the building except for the " S " over the door. He pointed out the canopy will <br />have Speedway on both sides. He said everyone knows it is a Speedway. Mr. Koeth mentioned they will <br />have a ground sign. He suggested keeping the reader board and taking the two Speedway signs off the <br />building. They would still have the "S" over door. Mr. O'Malley commented that there is often some <br />give and take in these matters where an applicant is going to be presenting and requesting a number of <br />substantial variances from the Board of Zoning Appeals. He said the Planning Commission, in working <br />in conjunction with the Board of Zoning Appeals, should consider what proposals the applicant would <br />have. For example, they are eliminating a substantially large front yard now and proposing to push the <br />building into the rear yard set back. This is displacing green area in the front and rear. He is not certain <br />, they are proposing to make up that landscaped area. He said it is for the Planning Commission to <br />consider suggestions or elicit proposals on how to remedy those things so that the Board of Zoning <br />Appeals and the Planning Commission are working together toward the same end. Mr. Spalding asked <br />what landscaping they are proposing for the property. Mr. Brown indicated there will be flowering crab <br />trees along the back, where there are currently few trees. There will be viburnum along the side yards <br />and Andorra junipers along the front. Mrs. O'Rourke asked if the distance between the pumps and the <br />front is the required distance. Mr. Brown said the last drawing in the plans should show the tnick turns. <br />Mrs. O'Rourke commented she is trying to find out if they can get rid of some of the asphalt and have <br />more green space. Mr. Brown indicated they need room for the truck turns made by the tanker trucks. <br />He also referred to an island setback. Mrs. O'Rourke suggested having the traffic engineer take a look at <br />the plan. She asked if a left turn is possible out of the property. It was confirmed it is possible to turn <br />left (east) out of the station. Mr. Allan mentioned they will have an underground tank for diesel fuel. He <br />asked if they will be able to accommodate, or intend to accommodate, heavy-duty tractor-trailer diesel <br />fuel sales. Mr. Brown indicated they will not be doing that. They will service vehicles like Ford F250 <br />diesel trucks and similar vehicles. There is no intent to service large trucks. Mr. O'Malley said in <br />response to the comment by Mrs. O'Rourke, there is a shared driveway that goes between Babies R Us <br />and the Boston Market. The way the roads are laid out, he suspects that a substantial amount of traffic <br />- comes through the intersection of Sparky and Brookpark Extension, and through that parking lot to go <br />out behind Boston Market and then make a left at the light. The commission could consider prohibiting <br />left turns or perhaps the east driveway being an entrance and the west being an exit only. They could
