ROLL CALL: Chairman Koeth called the meeting to order at 7:3 5.p.m. <br />PRESENT: Chairman Koeth and Board Members, W. Spalding, C. Allen, T. Hreha, and J. Lasko <br />ABSENT:. K. O'Rourke, and S..Asseff <br />ALSO'FRESENT: Law Director, J. Dubelko, Asst. Law Director, B. O'Malley, City Engineer, P. <br />Deichmann, Asst. Clerk of Commissions, A. Kilbane, and G. Smerigan, President of Northstar <br />Planning & Design Inc. <br />II. REVIEW AND CORRECTION OF 1VIlN[JTES: The Planning-Comrriission minutes dated July 16, <br />2002 and July 23, 2002 have been submitted for approval. <br />R. Koeth made a motion to approve the.minutes of.the July 16, 2002 special meeting. The motion <br />was seconded.by W. Spalding.and unanimously approved. <br />R. Koeth..made a motion to approve the minutes of the .July 23, 2002 meeting. The motion was <br />secondecl-by W.:Spaliiing and?unariimously approved. '- <br />TTT. NEWBUSINESS: lv. -OLD BUSINESS: <br /> <br />Parcel E Zoning; issuePP# 236705-001 - <br />Meeting 43 consists of a worlc session to solicit,:input from a.professional ,planner (Mr. -George <br />Smerigan), thereby assisting :Planriing -4Commission in their duties of making a recommendation to <br />iCouncil on .the issue of zoning Parcel E. '. ' <br />1VIr. Koeth pointed out the work session is ,the tlurd meeting with IVIr. George Smerigan. He added <br />that N1r. Smeriaan has supplied the board vuith 'iriformation about the zoriing for Parcel E and the <br />board was also supplied with,a colored map showing .the various zoriing in .the city. He said they <br />also r.eceived an. example of what Mr. Smerigan believes Mixed =Use D should be with. some <br />proposed,changes to that use. He..asked `M" r.:Smerigan to;talk more about wliat he has proposed and <br />then they can open up discussion to the Planriing.Coinmission. IV1r. llubelko indicated that since the <br />Planning Commission is on vacation for the month of_August, he would like to see them make their <br />recommendations to Gouncil at the _conclusion.of the meeting. He pointed -out it has been 3 1/2 <br />months since the matter was in court. The City needs to comply with the court's order to rezone the <br />property in a timely manner. It will take some time for :Council to consiiier the recommendations, go <br />throizgh the readings, and have a public hearing, so -it would be beneficial to the process if the <br />Commission was in a position to make its motions at the completion ofthe meeting. Mr. Koeth said <br />the board has a good feel for the matter and =is in a position to make a motion toriight. Mr. Smerigan <br />recapped the last meeting .and indicated they 7ooked at the various zoning districts that might be <br />applicable. They discussed the advantages :and disadvantages of each. They also talked about the <br />issue of t.rying to use a single zoriing classification. Mr. Smerigan iniiicated they agreed that would <br />be preferable as opposed to dividing the parcel using numerous districts that already exist within the <br />code.
