Rymarczyk indicated that the Board of Zoning Appeals granted the variances contingent upon <br />Planning Commission approval. He suggested the Board members view the canopy sample. NIr. <br />Koeth questioned why the two structures are two different colors. Mr. Eavenson indicated that the <br />Shell color is yellow and the True North color is green. Mr. Koeth questioned if the Shell signs would <br />be illuminated. Mr. Eavenson indicated that the Shell signs would be illuminated in the evening hours. <br />Mr. Allan commented that the two structures do not blend and look bad. Mr. Koeth questioned what <br />variances the Board of Zoning Appeals granted. Mr. Rymarczyk reviewed that the variances that were <br />approved by the Board of Zoning Appeals were made contingent upon Planning Commission <br />approval. He further indicated that the Planning Commission would need to refer the proposal back to <br />the Board of Zoning Appeals to address the signs on the buildings. Mr. Spalding remarked that there <br />were too many signs. Mr. Reiman suggested that the True North color is the regional color used to <br />make a distinction between this color scheme and the Lorain and Great Northern Station. This site is <br />owned and operated by True North, but a dealer operates a traditional Shell station. Each station will <br />carry Shell gasoline and that is why the canopy is in the Shell national colors. Mr. Hreha indicated the <br />site looked like a carnival and the only thing missing is a merry-go-round. NIr. Spalding strongly <br />suggested doing something to tie the two structures together. Mr. Koeth questioned why the gable <br />roof is to be removed. Mr. Eavenson suggested that the gable roof would not shield the roof top units. <br />The parapet that is to be added will buffer the view from Lorain Road. Mr. Koeth commented that the <br />HVAC units would still be seen from Clague Road and two other sides. He requested that the units be <br />hidden from view on all sides. Mr. Eavenson suggested there would be HVAC screening arourid all <br />sides of the units. The Board commented that there are to many colors and lights on the site. Mr. <br />Eavenson suggested that the parapet is to draw attention to the door. The Planning Commissioners felt <br />that the number of colors on the site makes the site look like a carnival. Mr. Spalding questioned what <br />type of material would be used for the parapet. Mr. Eavenson indicated that it would be E.I.F.S. Mr. <br />Spalding stronaly suggested using brick around the entire building. Mr. Eavenson remarked that these <br />stores are not budgeted hundreds of thousands of dollars to re-image them as they are a simple <br />production store. Mr. Hreha remarked that that is what you get with a simple production store, you <br />end up with a piece of crap that we do not want in this City. Mr. Spalding reviewed that all the <br />structures around the building are brick and this looks like a garaae in the middle. Mr. Koeth <br />inforrned the applicant that the colors would need to blend better. Mr. Koeth questioned if Shell <br />requires a canopy that is yellow and red and backlit. Mr. Reiman answered "yes". Mr. Koeth <br />indicated that the Board does not want the canopy backlit. The illuminated Shell sign will be allowed. <br />The Planning Commission does not want the red band illuminated. Mr. Reiman suggested they would <br />like to come back to the next meeting. <br />R. Koeth motioned to table Shell Fueling Station of 23385 Lorain Road until the next reD larly <br />scheduled meeting. The motion was seconded by T. Hreha and unanimously approved. <br />3. Wide Open West; 23525 Lorain Road: <br />Proposal consists of installing a small building for fiber optic networks that offer digital cable TV, <br />high speed internet connections and broad band telephone services. This will need a determination of <br />similar use, as related to section 1139.01 (b) 4F. Applicant is to be notified that barbed wiring is not <br />permitted on a fence. <br />Mr. Jim Hoch of Hoch Associates, and Mr. Dave Trbovich of Wide-Open West Construction, came <br />forward to review the proposal. Mr. Hoch handed out colored site elevations showing the structure. <br />The structure will be a non-manned building, which will measure 20' 6" X 11' 6" and the height of the <br />building will be 10' 2". The building will contain electronic gear that will assist in the conveyance of <br />cable TV, data, high speed internet and telephone services. This service offered to the area by Wide <br />Open West represents a multi million dollar investment into the community, as well as the entire <br />Cleveland area. The building will house a 200-amp 240 volt single-phase electrical service, which <br />will not include a generator back-up. The project consists of a pre-cast hut with a lime stone <br />appearance. The material is a scored pre-cast concrete and appears as a lime stone product buff in <br />2
