-1 worked in the area of municipal planning for over 30 pears. Mr. Smerigan reviewed other cities and <br />municipalities, which he has worked with: His task as set forth by Council is to work with the <br />Planning Commission in achieving the best why ta use the land in question. This entails providing a <br />reasonable opportunity' for use by the property owner protects the interest of abutting pwners and <br />insures that it is consistent with the overall objectives of North Olmsted. There are essential factors <br />to consiaer when zoning land. There is a charge from the court ta establish zoning for the site. The <br />3udge has indicated that having 100% office will not work and has su$gested some retail be included. <br />Mr. Smerigan indicated that the board wanted to provide an opportunity to_ the owners to voice their <br />concerns as well as -the abutting neighbors. He also needs to hear from Planrung Comnnission as to <br />what their concerns cover. His main job is to assist the board in reaching their goal of making a, <br />recammendatian to Council as to how this property, shauYd be.zoned. He understands that there will <br />be,quite a few folks on both sides against.this, which means they are doing a good job. He has <br />reviewed that master pla.n again as well as the current codes. There are a number of questians to be <br />addressed before the. board will; be ready to rnake a recommendation, ta couneil. He would like to <br />take the boards suggestions' then talk to residents and ownter then return outside this meeting. to <br />discuss it all. Issues such as buffering of abutting propecty, traff'tc access, lighting are a11 a given. <br />Their firrn has -traff'ic experts, whioh can.be used. `He is awars of the implications of some of the <br />Planning Commissions provisions . such as the big box requirements and how that may or might not <br />a.ffect the property. Size of buiidings will be Iooked at and how they would fit into_ the area. He is <br />looking at maybe using exist'ing zoning or maybe creating new zoning types. The worst thing that <br />can be done is zoning; the land a_ use that can not be used. He would Iike :to meet with the Planning <br />Commission as a work group later. H'is goal is to make sure that the area is going to fit into Nozth <br />Olrnsted's future.. Mr. Koeth suggested a worlc session would _be very beneficial. He questioned if <br />the residents would be surveyed: W. Smerigan suggested they could do that at a Planning <br />Commission meeting and include the owner td receive their input as well. Mr. Smerigan indicated <br />- that residents and ovcmer should be involved in the process. He again suggested work groups, 1VIr. <br />Koeth indicated ihat traffic is a conc+ern for both Columbia Road and Brookpark Road. He further <br />questioned rnultiple zoning of the parcel. NIr. Semerigan suggested looking at it in the broadest way <br />possible. Mr. Koeth.would like to achieve the best use for'both the residents and the owner. He <br />again questioned if the ' residents would be surveyed. NIr. Srnerigan suggested the Planning <br />. Coinmission hold a work sessian whereby the owner as well as residents wauld have an opportunity, . -to voice tfieir concems. Ndr. Koeth suggested that, the residents are coilcern with the sprea.d of retail <br />and the vacant buildings that sit throughout Narth !Qlrn"sted now_ Mr. Smerigan suggested that there <br />is a broad range of retail that: would be looked inta 11r1r. Asseff indicated that the Planning <br />Commissicin is aware.ofthe sensitivity ofthe residents in the area and they are $aing to make sure the <br />zoning is a good match. Mr. Smerigan indicated that his firm would move very quickiy a.nd make the <br />zoning a priority. FPOm this point 4n he wotild work through the la.w department as far as wark <br />sessions. Mr. Hreha questianed what type of time line the board would be laokirig at. Mr. Srrierigan <br />indicated he felt it would take about 3 months. Mr. Hreha questioned how many sessions v?vith <br />Planning Commission wouid they need withiri the 3-manth period. . Mr. Smerigan suggested first <br />session for the owner and residents, a second for reviewing the outcome of that session. The third <br />session would be to come to a formal recommendation far the board. N1r. Iireha reviewed that <br />- '. Planning Cornmission called. the month of. August and Council has called the month af 3uly as <br />vacatian. Mrs: O'Rourke suggested meeting for an haur before the next regularly scheduled meeting <br />to hold -tlie time to .a limit. Mr. Smerigan felt that iane-hour before the next regular meeting should be <br />sufficient. Mt'. O'Maliey questianed if the planner could receive written concerns from, the residents <br />and owner before the session. Mr. Smerigan suggested that a 1-hour meeting for June 11, 2002 <br />would be sui?'icient. Mr. Hreha felt that having the meeting at 6:30 p.m. for. 1 hour befare their <br />regularly scheduled meeting would work. If it is not enou,gh time it won't take long to see it is not <br />enough time and a second meeting would be needed. The clerk questioned if the board wanted legal <br />notices to be sent aut., Mr. O'Malley reviewed that .as it is a legislative issus notices are not required <br />7
