.t <br />between two identical businesses. He and other residents are diametrically opposed to having a <br />secand funeral home right at their corner. He is concerned because he has young children. He said <br />the spill out of traffic needs to be considered. It could be a real problem. Additionally, it has been a <br />protilem when Mr. Kacirek has had spill over to the strip mall across the street. There have been <br />people going back and forth across Lorain. He believes spill over will end up on Pheasants Walk and <br />they want that to be no parking on either side of the street. Mr. Koeth pointed out there is no parking <br />there now. Mr. Finch added that any wall should be higher than 5 feet to handle any light spill over. <br />Mr. Koeth asked Mr. Kacirek how long traffic is usually stopped along Lorain. Mr. Kacirek replied it <br />is stDpped for perhaps 5-7 minutes. Mr. Bob Himes, a resident of Quail Run, came forward. He said <br />he has seen a lot of funerals go on through the years. If someone notable dies and uses the proposed <br />facility, there could be 200-250 cars there in an evening. Even though there is no parking on Pheasant <br />Walk there will be cars parked on both sides of the street. They get that now with the North Olmsted <br />Party Center when they have a large gathering. It becomes a safety concern. When you come ofF <br />Lor<Lin and turn onto Pheasants Walk and there are cars parked on both sides, it is a real issue. He <br />mentioned the Crocker-Stearns project. He wanted to know what the affect will be after that comes <br />into play. Exiting on Lorain Rd. and going in and out of the proposed facility could be an issue to <br />addi-ess. He would like to see more work done on the traffic issues that are present in that area. Mr. <br />Lasl:o asked Mr. Chambers if they ever use off-duty police or auxiliary police at their facilities in <br />Cleveland and Berea to coordinate traffic control. Mr. Chambers indicated that if they anticipate a <br />largi-I crowd they hire two off duty Cleveland police officers and they foresee perhaps doing the same <br />here and would hire off duty North Olmsted or auxiliary. They are very aware and are concerned <br />abotrt the safety of people coming to a service. Mrs. Bev Bugay, of Pheasants Walk, addressed the <br />Board. Her concern is the health of the existing trees at the top of the street. She asked if anyone has <br />beeri called in to check them. They have huge branches that are low to the ground and there are holes <br />in tlle tree that animals go in and out of. She in concerned they will not survive any of the <br />remodeling. Mr. Spalding again inquired about the parking. He asked if there is any special <br />requ:irement for funeral homes. Mr. Rymarczyk indicated there are requirements set by the zoning <br />codf; and Chambers does comply with them. Mr. Koeth called upon Mayor Musial who was in the <br />audience. Chairman Koeth asked Mayor Musial if there will be a Crocker-Stearns Rd. Mayor Musial <br />indicated there will most definitely be a Crocker-Stearns Road. He indicated Bob Klaiber, the County <br />Engineer, has roughly 16 million dollars in the budget. They are proceeding to enter into a contract to <br />purchase the 104+ properties in North Olmsted. The contract that we have between the County and <br />Nonth Olmsted limits our liability to roughly 2.3 million dollars. We have that down from 4 million. <br />The:y have an application through I3ennis Kucinich to get money from the federal government, which <br />will hopefully lower that amount even more. The 16 million dollars will go for the construction. <br />Westlake is taking care of its part. There is a lawsuit that they are involved with, a development on <br />their end, but they will handle it. The anticipated completion date is still around 2006 and it is a go. It <br />will take out the Kacirek Funeral Home. Mr. O'Malley pointed out that Paul Deichmann has some of <br />the maps from the Crocker-Stearns extension and has looked at them to situate that parcel in relation <br />to tlie improvements that are scheduled. Mr. Deichmann said there is some distance between the <br />proposed right of way for Crocker Rd. and the Chambers Funeral Home site. In actuality one of the <br />builiiings on the Kacirek property is not required to be demolished for the construction of the <br />road(way. There is a nice buffer there between the proposed right of way and Chambers. The Board <br />Mer.nbers conferred and discussed wall heights and lighting. Mr. Rymarczyk asked for clarification <br />on t:he wall. He asked where they would be looking from; the parking lot level, the grade there now. <br />Mr. Hreha said a lot of traffic will be going by the overhang so he would like to see the wall six feet <br />up firom that elevation by the overhang. Mr. Rymarczyk confirmed it would six feet up from the grade <br />elevation at the main entry. Mr. Grusenmeyer said when the development was placed there, there is a <br />retai.ning wall that was placed at the back of the development and it will cause a practical difficulty in <br />7
