Mr. Allan pointed out there is no minimum <br />level of education or experience needed. He asked how someone would go about getting a license. <br />Mr. Asseff said there is no license, there is no certification at all. Mr. Sexstella said what they get is <br />just a license to operate the business. The standards are set after inspections to make sure a facility is <br />upholc(ing those minimum standards and if you don't uphold them, you lose that ability to operate. <br />Mr. Asseff said as long as the building physically meets county standards, anyone can come in to do <br />piercin.g and still be within the requirements of the law. Mr. Sexstella said that was correct but <br />indicated that is one thing they are hoping to change. They use complaint forms and work with the <br />health department to identify shops that do not follow the high standards they are setting for the <br />industry. Mr. Koeth asked if any other inspections are performed aside from the yearly inspection by <br />the health department. Mr. Sexstella said they are also regulated by OSHA. Mr. Asseff asked what <br />has to be done in order to be a member of APP. Mr. Sexstella said they have to follow the minimum <br />standards and the shop has to meet certain requirements. They require a walk-through video of the <br />shop. They require a certain number of years experience, a serial number, photos of the autoclave, <br />and it ;oes before the board. There is a test of knowledge as well and a small annual fee. Mr. Asseff <br />asked if the APP does an annual certification once someone goes through the initial process. Mr. <br />Sexstella said they have to make sure their blood born certification is updated. He added that CPR <br />and first aid have to be updated and sent in yearly. The spore tests have to be sent in weekly for the <br />APP. Anyone can contact the APP if a shop is not following the standards and the membership can <br />be revoked. Mr. Spalding asked if they sell jewelry to their patrons. Mr. Sexstella replied the <br />jewelr? is included with the procedure. He added that jewelry can be changed later. Mr. Spalding <br />asked again if jewelry is sold there. Mr. Sexstella said it is sold to a point. They have a fee for the <br />proceclure and the jewelry will sometimes come with an added charge. They use standard jewelry for <br />initial piercings and later other jewelry can be bought or ordered. Mr. Spalding asked if there is any <br />licensing required for the jewelry business. Mr. Sexstella said there is no license involved. He added <br />that they have to use certain metals. He believes the county law is 316-1bm implant grade stainless <br />steel, •which is an ASTM grade of 136-138. Mr. Spalding questioned whether there is any toxic <br />effect to the body. Mr. Sexstella said there are some effects. He said with implant steel there is a <br />low level of nickel. It is hypoallergenic but some people have a high sensitivity so there can be a <br />reaction. He added that they use 18-carat gold or above and sometimes get gold with a galliuin base, <br />which is nickel-free. Mr. Koeth asked how many people would be occupying the building. Mr. <br />Sexstella indicated there will be 5 people. Mr. Asseff asked what the maximum number of customers <br />would be at any one time. Mr. Sexstella said with three practitioners, there would be one client and <br />one friend allowed. They will likely make it appointment only. The maximum then would be 6-10. <br />Mr. Koeth asked if there will be a waiting area. Mr. Sexstella said they are planning on remodeling <br />and bu.ilding a lobby. Mr. Spalding asked if they are taking over the entire building or just a section <br />of it. Mr. Sexstella replied they are going to use most of the building. Two rooms will be set aside <br />for another business. They will have a separate entrance. Mr. Koeth pointed out they need to <br />discus;> the parking situation because they are lacking two spaces. He said there are 14 spaces but 16 <br />are neelded. Mr. Sexstella said they can either go for the variance on the parking or he can have two <br />practitioners working at one time. He can adjust the number of employees there at any one tiine to <br />make the parking work. Mr. Koeth asked if the building might be .too small for what they want to <br />do. M:r. Sexstella said he believes the building size is fine. He added that some of the rooms would <br />be used for teaching. It is just the parking that needs to be resolved. Mr. Spalding asked what he <br />means by teaching. Mr. Sexstella said through Health Educators Inc., they will conduct classes on <br />teachirig standards, safe practicing, awareness, infection control, etc. Mr. Asseff asked if they would <br />then be running two businesses out of the facility.
