Mr. O'Malley pointed out that the notion of using the <br />facility for seminars and workshops is not a use that is before the board. It appears it is another use <br />that is being presented and requested; a similar use permit. They would have to start from scratch to <br />analyze the use of this as a school, as far as where it fits into the code and if it's pernvtted in this <br />districi; or not. He added if they are not proposing to have the workshops at this time, that it be clear <br />that it is not being authorized. Mr. Koeth asked if there were any questions from the audience. Mr. <br />James Kilroy stepped forward to express his concern about the type of operation they are proposing. <br />He said it is a professional building and has been kept clean over the years. He wondered how they <br />are proposing to attract business. He asked if they will attract business through signage. He is <br />concetned about younger people coming in. He said they should be looking at a medical building for <br />their purposes. If they don't attract the right kind of clientele, they might chase out the tenants in the <br />other buildings. They would like something there that helps maintain the area. Mr. Paul Miller, a <br />Councilman-at-Large for North Olmsted, came forward. He asked what requirements there are for a <br />person. that applies tattoos or body piercing. He asked if there are any medical standards that person <br />would have to meet. Mr. Sexstella replied the county requires CPR, first aid, blood born pathogen <br />training. He said his group requires anatomy, wound healing, and wound care. Mr. Miller said <br />theoretically if you meet those minimum requirements, which is not difficult, if you know how to do <br />face painting, you can apply tattoos or do the body piercing. The state has no minimum standard. <br />There is basic training that the county has that could be applied to a construction worker or any <br />other :6eld, but it doesn 't make you proficient in health issues. Mr. Sexstella said he agrees. with <br />some of what Mr. Miller said. He thinks there needs to be changes. They require apprenticeships <br />and keep records. Mr. Koeth suggested that Mr. Sexstella give Mr. Miller a copy of all the literature <br />that was passed out. W. Miller said he wants it to be clear that the business requirements Mr. <br />Sexstella mentioned are not requirements of any professional board or certification standards. Mr. <br />John Daley, the Councilman in Ward 2, which would house the proposed tattoo parlor, came <br />forwar•d. He said not everyone that gets tattoos or body piercings is 16-18 years old or running wild <br />in the streets. He said that fear needs to be put aside. He pointed out there is a tattoo parlor in <br />Middlf;burg Heights that you wouldn't know was there unless you happened to catch the sign. He <br />added that as with any business, you are known for your reputation. They are not looking to bring <br />anyone in who does poor work. You can tell a good tattoo from a bad tattoo. He is not familiar <br />with ttieir work but it appears they are trying to bring in good, qualified artists, that will run a clean, <br />respectable shop. He does not believe we have any regulations on the books regarding piercings at <br />the mall., He does not see where the line is drawn to diiferentiate between that and what Mr. <br />Sexstella is trying to do. It would make for an interesting business in the ward. Mr. Risto Privisich <br />came :Forward to represent the landlord of the building. He came to listen and to see what the <br />objecti.ons might be. The landlord who owns the building in question also owns the building directly <br />to the east, which has an adjoining parking lot. He said the owner is a very conservative person. Mr. <br />Privisich and the landlord went down to the current facility on W. 28ti' in Cleveland and were <br />satisfie;d they run a very professional operation: They were impressed they were in business for ten <br />years. They checked their reputation around town and were pleased. They addressed the issue of <br />signage with Mr. Sexstella. They did not want a flashy sign and that will not be the case. The sign <br />on the current facility is subdued. He added that he will be occupying the rest of the space in the <br />buildir.tg. He runs an insurance agency. He is very concerned about image also, but is satisfied that it <br />won't be a problem. He mentioned it is the same landlord on the two adjacent buildings. He said as <br />- far as parking, he realizes there is a regulation but from a practical standpoint, they don't have an <br />-- issue. The busier hours for the tattoo parlor will be after 5:00 p.m. The other building operates from <br />8:00 a.m.-5:00 p.m. Mr. Asseff said they are asking for a use variance and the rationale seems to be <br />it is ki:nd of like a medical facility, which is a permitted use.
