Mr. Koeth asked Mr. Rymarczyk if the change in the proposal would afffect the number of <br />practitioners they could have. He replied that with the change, the number of practitioners does not <br />matter. He added that Mr. Sexstella will have to come back when he plans to remodel. Mr. Koeth <br />indicated the Planning Commission would like to see those blueprints. Mr. Rymarczyk indicated <br />they xvill need an occupancy permit and they will need to know from the county board of health that <br />everyt:hing has been inspected and meets their standards. The Building Department will do a walk <br />throug;h at that time also. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1. Dale 6: Sheila Schmidt: Rezonin and Redefinition of Zonina for PP# 234-08-001: <br />Proposal consists of two parts: <br />(a). R.equests that the property that is identified as 31515 Lorain Road (pp# 234-08-001) (6.6644 <br />acres) be re-zoned from Limited Industry-Industrial Park to Motorist Service District. The location <br />is on t11e south side of Lorain Road approximately 200 feet east of the Lorain County Line. <br />(b). :EZequests that the definition of Motorist Service District Zoning (City Ord. 1139.02) be <br />amended and updated to permit various new uses including recreational and sports facilities: retail <br />printing, telecommunications and wireless services: convention facilities: and drive-in banking <br />facilities. Note: Planning Commission tabled this proposal at their March 12, 26, and April 9, 2002 <br />meetin.gs. <br />Mr. Dale Schmidt and his attorney, Mr. Michael Gareau, Sr., came forward to address the board. <br />Mr. Koeth asked them to review what they intend to do for the record. Mr. Schmidt said his plan is <br />to construct a fourth soccer field on the adjoining property. It would be a single field and he referred <br />to the plans submitted to the board. They are pursuing the convention style business at the same <br />time for their off-season, which is basically April 15th through approximately November lst. There <br />has been a great interest, with the uncertain future of the IX Center, in having some trade shows <br />going -to his facility. It would be primarily sports shows. There is a need for the fourth field and they <br />are looking at indoor baseball, lacrosse, and basketball in the summertime. He believes the timing is <br />good because in the middle of their season, which is the middle of winter, they are there until 1:00 <br />a.m, iri the morning on Fridays and Saturdays, and they open the following day at 6:00 a.m. They <br />need to be able to prepare themselves for other uses while getting the fourth field. Mr. Gareau said <br />they aould have come in as they did a number of years ago when the facility was first built, and ask <br />for a u.se variance. He does not think that is appropriate. He said it was supposed to be "let's see if <br />it worlcs, and if it doesn't, we'll convert it back to industrial." The adjoining property has shallow lots <br />and it will never be used for industrial. One of the reasons he proposed that it is rezoned to Motorist <br />Service is because it truly is conducive to Motorist Service use. If you look to North Ridgeville, <br />some of the uses that they have talked about that are in the old ordinance, not in the proposed one, <br />they are all kind of out there. They would have liked to have seen the property out there developed <br />more i"or industrial but that just hasn't happened. The residents have complained they cannot even <br />sell thf;ir property because it would never be used for industrial use. When Mr. Schmidt was looking <br />to build another building, the lenders wanted to make sure it is zoned for the use. The facility caters <br />to mar?y people, and not just on a local level, so being close to the interchange is advantageous. Mr. <br />Gareaix said when he prepared material for the Planning Commission to review it was just as an idea. <br />He did. not limit it to simply adding the sports complex. It seemed there might be some other logical <br />uses that fit into the Motorist Service use. They would like it rezoned for a limited use, as opposed <br />to retail, both on size, lot area coverage, and parking requirements. You would not end up seeing a <br />strip center up there. There are only so many things that could be put there. The main thing is there <br />7
