ROLL CALL: Chairman Koeth called the meeting to order at 7:45 p.m. <br />PRESENT: Chairman, R. Koeth, Board members; T. Hreha, S. Asseff, C. Allan and J. Lasko. <br />ABSENT: Board Members; K. REVIEW AND CORRECTION OF NffNUTES: <br />The Planning Commission minutes dated March 12, 2002 have been submitted for approval. <br />R. Koeth motioned to approve the Planning Commission minutes dated March 12, 2002 as written. The <br />motion was seconded by T. Hreha. Roll call on the motion; T. Hreha, C. Allan, J. Lasko and R. Koeth; <br />"yes" and S. Asseff "abstain". 1Vlotion Carriecf. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1. Dale & Sheila Schmidt: Rezoning and Redefinition of Zoning for PP# 234-08-001: <br />Proposal consists of two parts: <br />(a). Requests that the property that is identified as 31515 Lorain Road (pp# 234-08-001) (6.6644 acres) <br />be re-zoned from Limited Industry-Industrial Park to Motorist Service District. The location is on the <br />south side of Lorain Road approximately 200 feet east of the Lorain County Line. <br />(b). Requests that the definition of Motorist Service District Zoning (City Ord. 1139.02) be amended <br />and updated to permit various new uses including recreational and sports facilities: retail printing, <br />telecommunications and wireless services: convention facilities: and drive-in banking facilities. Note: <br />Planning Commission tabled this proposal at its March 12, 2002 meeting. <br />Chairman Koeth indicated that the board members received a lengthy memo from the Assistant Law <br />Director, B. O'Malley regarding the proposed rezoning issues five minutes before the meeting started. <br />As the memo is quite lengthy, the board does not have enough time to review the memo and make a fair <br />judgement on the zoning request tonight. The applicants indicated that they understood a motion on <br />their request would not be made. <br />Mr. Gareau, the Attorney for the applicant and Mr. Schmidt, the owner came forward to review the <br />request. Mr. Gareau reviewed that currently there is no land zoned this use in North Olmsted. There <br />was thought that the area around the Mall should be zoned Motorist Service District since it was so <br />close to I-480 but that never took place. Mr. Schmidt decided to build an indoor soccer field and at the <br />time, there was a lot of discussion as to whether it would do well or not. Planning Commission <br />_ recommended that the Board of Zoning Appeals grant a use variance for the sports facility. The City <br />wanted to make sure that if the indoor soccer field did not work the building could be used for light <br />industry uses. Mr. Schmidt has in fact seceded in the indoor soccer field business and added an <br />additional field with a second use variance. His client would like to build a third complex and expand <br />the use of the facilities to include conferences and shows April through October. Currently the existing <br />facilities accommodate international competition/soccer tournaments. There was thought given to <br />requesting General Retail District zoning. However, that would open the area up to strip centers, which <br />no one wants to see. There could be many use classifications under Motorist Service District and his <br />client would like his sports facility added to the definition. The main reason for the request is for the <br />sports facility, but they would also like to be allowed to use the facility in the off season for conferences
