and shows. Mr. Schmidt would like to expand his business and would like to have the opportunity to <br />start constructing the new building this season. Mr. Gareau reminded the board that at the last meeting <br />there were residents who abut his client's land that voiced that they wanted their land rezoned as well. <br />The residents voiced that the current zoning was hindering them from selling or developing their land. <br />That is why he suggested in his written presentation that the City may want to look at the area from the <br />power lines west. He suggested that there was nothing in Mr. O'Malley's memo that he disagreed with <br />because he reviews the importance of the Planning Commissions duties and function as a board. The <br />role of the master plan is referenced and how there was no role for this area per say. The issue now <br />before the City is to look at the logic of changing the zoning for this area to Motorist Service District. It <br />is so close to the I-480 interchange and North Ridgeville, which uses their area in a similar fashion. Mr. <br />Gareau believes this area is best for Hotel, Motel, Motorist District and believes that if it is rezoned the <br />City would see the area quickly develop. The current zoning that is placed on these small lots is not <br />feasible for developing industrial businesses. Mr. Koeth questioned why the new addition would not be <br />attached to the current building. Mr. Schmidt reviewed that the new building will be separate from the <br />current buildings in order to meet the current building code requirements i.e. front/back yard and side <br />yard setbacks. Mr. Schmidt further reviewed that every Saturday & Sunday November through April <br />one (1) of his fields is rented. Mr. O'Malley questioned if Strongsville was trying to support an indoor <br />soccer field in their town. Mr. Schmidt reviewed that Strongsville contacted his business about buying <br />products and they are looking at turning an old Recreation Center into an indoor soccer field. There is <br />room for another indoor soccer field however; Strongsville will need to make sure their prices are <br />competitive to stay out of a law suite. Mr. O'Malley suggested that the board members should not <br />include the proposed new building when making their decision on allowing the rezoning of the lot. Mr. <br />Koeth informed the applicant that the board does not want to make a quick decision regarding the <br />rezoning of his lot. There is more here then just rezoning this lot. The City needs to look at this entire <br />area and decide what type of zoning will promote its development. This board needs time to review the <br />Assistant Law Directors memo and maybe have a professional Planner look at this area as a whole to <br />make sure it is zoned right. This board does not want a hopscotch-zoning pattern to start developing in <br />this area. Mr. Gareau agreed with the chairman however the Motor Service District limits the amount of <br />retail that can, be placed within that district. A Motor Service District would help the City make sure <br />that retail does not run muck in North Olmsted. This zoning would allow Hotels, Motels as well as <br />Restaurant, which bring many tax benefits to North Olmsted. The area has been zoned Industrial since <br />1960 and as you can see the area remains undeveloped. Mr. Gareau reviewed that his client has shown <br />that his business has seceded in this area as he is looking to expand his business for a third time. It does <br />not make sense for his client to continually return for a Use Variance just because his business is thriving <br />in this area. Not only have they shown their building thrives in this area it has brought attention to those <br />wanting to bring conventions as well as shows to North Olmsted. Mr. Lasko indicated that he agreed <br />with the applicant however the adjoining owners voiced that they want their property looked at <br />regarding rezoning as well. He would like to look more at the area as a whole not just hopscotch- <br />zoning to make sure the area is developed in a manor in which North Olmsted can be proud of. <br />R. Koeth motioned to table Dale & Sheila Schmidt: Rezoning and Redefinition of Zoning for PP# 234- <br />08-001 until meeting neat. The motion was seconded by J. Lasko and unanimously approved. Motion <br />Carried. <br />2. Romp Realty Lot Split PP# 237-01-001,007, 007: <br />The proposal is to split Permanent Parcel Number 237-01-001 into two parcels. The existing parcel is <br />4.06 acres. The parcel is 1-shaped and fronts on both Lorain Road and the East Side of Columbia Road. <br />The parcel has a Lorain Road address. The new property line will subdivide an existing building and <br />several variances will be required. The northern 500 feet +/- of the parcel is zoned Retail Business, <br />General. The southern 150 feet +/- of the parcel is zoned C Residence, Single. New Parcel A will be <br />located in the northeast portion of the existing parcel in the Retail Business, General zone.
