O.D.O.T. has still not given their final comments. A change order for the Air quality test on two <br />residential properties was submitted and will be conducted as soon as it is approved. Once the tests <br />are coinplete, Council will receive a copy of the results. Mr. Emerling, the Architect came forward <br />to review the plans. 1ZTA met with Mr. McKay to review the request for the sound wall being <br />extended to include the northern property line. If the City requires the sound proof wall along the <br />northern perimeter it will cost an additional $80,000.00 dollars. If the sound wall is required, the <br />added cost of landscaping, mounding and wall equals the cost of the waiting room. The wall is not <br />needed to retard sound along the northern property line therefore RTA would like to request they be <br />allowed to erect a 6-foot board on board fence along the northern property line. The church <br />property on new plans show that evergreens, mounding and landscaping has been added to buffer <br />the church from the traffic. The new photometric plan shows that if all the perimeter lights are off <br />and only interior lights are left on the readings will be zero at the property line. RTA will conduct <br />further light studies once up and running to make sure only minimal lighting is left on after hours. <br />The mounds were raised to 7-feet with the sound wall being 8-feet high to bring the total height to <br />15-feet. The sound wall and mounds are along the entrance and around the property line as <br />indicated on the plans. The northern property line will have a board on board fence 6-feet high. If <br />RTA places a sound wall along the northern property line, the parking lot would require buinping <br />out to accommodate the size of the mound and wall. RTA would have to eliminate the passenger <br />building if the sound wall is required to be placed along the northern property line. RTA met with <br />the Fire Department and they have requested that around the fire hydrants a 7-inch x 7-inch hole to <br />allow access to the hydrant. Mr. Spalding inquired if RTA added the tapered mounds and <br />landscaping at the RTA entrance. Mr. Emerling indicated that tapered mounds and additional <br />evergreens have been added as shown in new plans. Mr. Spalding questioned if the traffic light <br />design would be in conjunction to what the City would require. Mr. Emerling assured the board <br />that their engineers would work with City as well as O.D.O.T. Mr. Sheffield, from the Church <br />requested to see the new drawings. Mr. Szabo thought that Planning Commission requested a 4- <br />foot mound with a 6-foot fence atop that and now it is only a 6-foot fence. He strongly suggested <br />having the 4-foot mound as well as the 6-foot fence. Mr. Emerling indicated that there would only <br />be a 6-foot board on board fence along the northern property line. If the mounding is required, the <br />parking lot will have to be pushed out closer to the residents. Mr. Lasko questioned what the <br />highest point of fence measured. Mr. Emerling indicated it would be 6-feet high. Mr. Bosil <br />questioned if the site would have easements for utilities and questioned if CEI trucks could get to <br />power lines. The Ohio Division of Wildlife requested that an endanger species report be included <br />with their study as well as what effects the project would have on the metro parks. He suggested <br />that there is a I'eregrine Falcon nesting somewhere in the neighborhood. Mrs. Yaskowitz <br />questioned why a wooden fence is being allowed, as storms will lay it down. She further indicated <br />that RTA implied that money was no object. They promised the world to the residents and now <br />everything is being allowed to be cut back. Mrs. Yaskowitz suggested there are two Peregrine <br />Falcons in the area as she feeds them in her yard. Mr. Bosil commented that he would rather see <br />the sound wall then the passenger building. He reviewed what he believed the plans to be <br />indicating. Mr. Terbrack with NOMBL suggested that the City needed the building for the <br />passengers as well as the drivers and strongly encouraged the board to keep the building. Mrs._ <br />Bosil questioned if the building was only for the drivers to relieve themselves. She suggested a <br />smaller shelter be built. Mr. Terbrack reviewed that the drives would be traveling between the Park <br />& Ride and downtown multiple times and the only stop will be this park & ride. The current run is a <br />one-way trip downtown that is not the case at this site. The drivers will not be going to other stops. <br />Mr. Spalding indicated that the board on board fence will have concrete footers placed below the <br />frost level. Mr. Spalding questioned if CEI would have any problems getting to the power lines. <br />Mr. Emerling indicated that he would discuss access issues with CEI as they may have issues with <br />the amount of landscaping scheduled. <br />3
