W. Spalding motioned to approve RTA North Olmsted Transit Center: 236-16-014 (Great Northern <br />Blvd. SE of I-480) which consists of a new 300 + car Park-N-Ride lot with a 916 square foot <br />waiting building. With the following recommendations; (1). Windows to remain same height on <br />waiting building and no vending machines on the site. (2). The sound wall will consist of 7-foot <br />mounds that will support an 8-foot sound wall. The sound wall will be placed on the property as <br />shown on 3/8/02, page C101. (3). The chainlink fence along southern boundary is to be repaired, <br />maintained and repaired by RTA as necessary. (4). Adjacent to the Church property on the south <br />side there will be a mound tapered towards Great Northern Blvd. The mound will be at least 4-feet <br />high with evergreens and other plants as shown on 3/8/02 page L101. (5). The northern property <br />line will contain a 6-foot high board on board fence with plantings as shown on 3/8/02 page L101. <br />(7). The light posts around the perimeter of the parking lot will set to shut off at closing time each <br />evening. (8). The results of the neighbors Air Quality test Report to be sent to Council as well as <br />the O.D.O.T. study of the intersection and emanate domain matters will be completed. The motion <br />was seconded by J. Lasko and unanimously approved. Motion Carried. Note: the clerk <br />announced that the RTA proposal would go before the Board of Zoning and Development board on <br />March 13, 2002 at 6:30 p.m. and no further notices would be released. <br />3. Rubv Tuesdav Inc.; 26770 Lorain Road; 232-26-004, 232-26-003 <br />Proposal consists of demolition of existing building (Elias Big Boy) and the construction of a 5300 <br />square foot restaurant (with liquor sales). Note: Planning Commission referred this proposal to the <br />Architectural Review Board at their 2/12/02 meeting. The Architectural Review Board reviewed <br />this proposal at their 2/20/02 meeting. <br />Acting Chairman Spalding called all interested parties forward to review the proposal. Mr. Arnott; <br />Director of real estate for Ruby Tuesday and IVIs. Galvan; the Architect came forward to review the <br />proposal. Ms. Galvan indicated that the existing trees in the front of the lot along Lorain Road will <br />remain and the proposed parking will be landbanked. The forester would like to see the trees stay <br />on the site. The water lines have been adjusted per the forester's request. The landscaping has been <br />increased at the recommendation of both the forester and Architectural Review Board. There will <br />be a number of trees planted along the perimeter of the site and additional landscaping is being <br />added to the front of the lot. The lights will be 15-foot pole lights with shoebox type fixtures and <br />will have shields placed on the light fixtures located along the perimeter. These shields can be <br />adjusted to make sure there will be not light spillage on abutting property. The operating hours will <br />be Monday through Thursday and Sundays from 11:00 a.m. to midnight. Friday's and Saturday's <br />they are open froin 11:00 a.m. to 2:00 a.m. All of the recommendations made by the Architectural <br />Review Board have been adopted i.e. trim around doors match color of building, stone is from <br />ground to first v-grove of windows, additional landscaping, and no signs anywhere but over the <br />entrances. Mr. Lasko requested clarification on the direction the building will sit. Ms. Galvan <br />indicated that the south side of the building will face Lorain Road and the farade is designed to look <br />like an entrance but is not. The only entrance will be on the west side of the building. The north <br />side of the building will be the coolers and were deliveries will be made. Other then the west <br />entrance there will only be emergency egress on the north side of the building. The board was <br />given a material board to review. They are continuing to work with the Engineering department to <br />obtain their approval on the water retention system. They will be putting in new traffic control <br />devices as well as new curbing on the site. Mr. Spalding questioned if the east curb cut showed <br />both ingress 8c egresses and requested that the east curb cut be egress only. The traffic at that site is <br />quite heavy and there could be some safety issues with cars turning left against traffic. Ms. Galvan <br />indicated that they would have no problems limiting the east egress right turn only. Mr. Spalding <br />requested Mr. Deichmann to review his letter regarding water retention. Mr. Deichmann suggested <br />the applicant is requesting approval without meeting North Olmsted's storm water retention <br />requirements. The code requires Planning Commission to make recommendations to the Board of <br />Zoning and Development if deviating from what is required. Mr. Spalding questioned if the <br />4
