Kennedy Ridge were demolished. Mrs. O'Itourke confirmed that two homes there are gone. Mr. <br />Spalding said a house does appear on the plans. He asked if there is a driveway there now. 1VIr. <br />Emling approached the board and showed the members where the entrance to the lot is and where the <br />closest house is. Mr. O'Malley said it remains residentially zoned property. The board members <br />continued to confer with Mr. Emling. Mr. Spalding said they were discussing along the north line <br />where there is a house. He asked if they could put a board on board fence to at least the property line <br />where the existing house is. Mr. Emling approached again and referred to the drawing. N1r. Koeth <br />said to keep the chain link fence then and asked for further questions. Mr. Koeth opened the <br />discussion to the audience and again gave them the procedures for coming forward. Mary Pat <br />Hallenbeck, a resident of Kennedy Ridge, came forward to say she would like a board on board fence <br />all the way to the north because she believes those properties, even though the houses were torn down, <br />are residential. She thinks for security purposes, a board on board would be better. Mr. 7erry Bosl of <br />Sunset Oval came forward to say his major concern is security as he is right up against the south <br />property line of RTA. He is looking for some kind of security to discourage any kind of bad activity, <br />such as theft of cars, or juvenile delinquency. It's a fairly secluded area especially since there will be <br />walls there. He said if the fence is 5', even if wooden, a person can get over that and will come around <br />and go wherever they need to in order to get away from either North Olmsted or Transit Police. He is <br />looking for some kind of assurance there will be security. He thinks having a closed circuit system <br />working 24/7 is reasonable. If someone gets off a bus and has to run to a button to get some help, that <br />is not much assurance for people parking their cars there. He is looking for a deterrence for anything <br />that might go on back there and he thinks a closed circuit system would be the answer to that. Mrs. <br />Yaskowitz of Sunset Ova] agrees to have more than a button there for emergencies. As far as the south <br />side of the fence, she would like to know what will be put in. She wondered if there will be trees and <br />what type. Mr. Koeth said there will be trees and he indicated at the last meeting the landscaping plan <br />was presented. He said there will be a 12' wall and landscaping on the residents side. Mr. Emling <br />showed the residents the plans which included the plant types to be put in. Chairman Koeth said this is <br />something that the residents can go over with Mr. Emling after the meeting. She indicated several of <br />her questions were answered already. Mr. Hauff of Sunset Oval said that on Kennedy Ridge the plan <br />is to put a 5' chain link fence or maybe a board on board fence. He said to keep costs down, and <br />maintenance, go with a vinyl fence that is 6' high. It is like a board on board and is more presentable <br />than a wooden fence. It would also stop some of the light coming in on properties. Mr. Dean McKay <br />of Columbia Road, Councilman of Ward 4, came forward to say he has disagreements with the <br />mounding and fencing on the north side of the lot. He proposes a 9' earth mound with a 5' board on <br />board fence all the way around the perimeter. He said it should go around where the road comes in on <br />the south side, over to the north where it makes a turn to the east, then north, and then back to the west <br />along the property line. The reason for this is exhaust fumes from the buses, which are 11' high. You <br />would need 15' to keep _the exhaust out of people's houses. Another issue is safety. He said if you go <br />with the height he is sugaesting, it would be a little difficult for someone to climb over the fence and <br />get into the residential homes. On the north side where they propose the chain link fence, that property <br />was not all taken. He added, where the two houses used to be, that property can be built on in a : <br />residential manner. At the present time, the only thing allowed there is government or residential, so <br />trying xo look to the future, they need the mounding to go all the way along that property line, on the <br />north side of the parking lot. He mentioned the proposed light height of 15'. He said he believes the <br />mounding and the fence will keep the light out of the neighbors property also. He still agrees with the <br />zero candle power on the perimeter. He has not seen landscaping plans but he is on the Board of <br />Zoning and Development and he would hope the board would make the recommendations he <br />suggested because when it comes to the Board of Zoning and Development, that will be the suggestion <br />that will most likely be followed. Mr. Koeth asked for clarification. Mr. McKay replied that they want - <br />15', a 9' dirt mound with 6' of fencing. He said the mound would have to be landscaped and there <br />should be trees on it. He is just letting RTA know now what the Board of Zoning and Development <br />would expect.
