.? <br />Koeth indicated that the traffic engineer "Mr. Griffith" reported that there would not be <br />additional problems regarding traffic. The sound issue would need to be addressed at the <br />Architectural Review Board. Mr. Weber indicated that there was currently a traffic problem in <br />the development now and he does not think the traffic engineer included Briddlewood <br />apartments in his report, as they are not mentioned. He questioned what could be done to <br />eliminate the problem. Mr. Koeth suggested talking to their council representative. <br />R. Koeth motioned to approve Kennedy Ridge Townhomes Parcels 236-17-005 & 015, which <br />consists of.40 new Townhomes with access via Kennedy Ridge Road. With the following <br />recommendations; (1): The fence will be added to the southwest corner of the entrance by the <br />four parking spaces. :(2). The driveway accommodations should be such to make sure that <br />addresses 24871 and 24881 Kennedy Ridge Road will not have lights shining into the homes. <br />(3). The lighting and landscape plans are to be submitted and approved by the Architectural <br />Review Board. (4). This proposal will go before the Architectural Review Board and will not <br />have to return unless major changes are required. The inotion was seconded by W. Spalding and <br />unanimously approved. Motioni Carried. Note: In the framing of the motion the clerk <br />announced that the proposal would ao before the Architectural Review Board on February 20, <br />2002 at 5:30 p.m. If any plans need to be subinitted to the Architectural Review Board they <br />would need to be submitted no later then noon Friday February 15, 2002 to make it into the <br />board members packets. <br />RTA North Olmsted Transit Center: 236 16 014 (Great Northern Blvd SE of I-480): <br />Proposal consists of a new 300 + car Park-N-Ride lot with a 916 square foot waiting building. <br />Note: Variances may be required. <br />Chairman Koeth called all interested parties forward to review the proposal. 1V1r. Shaffer, the <br />Project Manager, Ms. feke, Director of Prograinming & Planning, Mr. Emling, the Architect for <br />Bowen & Associate, Mr. Cleinmer, Environmental Assessor and Mr. DePetro, the Civil Engineer <br />were present to review the proposal. Ms. Feke reviewed that the board should have received a <br />traffic report, environmental report that includes a noise and air quality. The reports show that <br />there will be no impact on the traffic, air quality, environment and a decrease in sound since a <br />noise wall will be constructed. Mr. Emling indicated that RTA has been working with the city to <br />construct a I'ark and Ride. The proposal will sit just south of I-480 and does not interfere with <br />the Kennedy ridge road. There will be a sound wall along the eastern and southeastern edges, <br />the wall will block sound, light and air pollutants. The parking lot will hold 310-cars, the peak <br />times will be early morning and early evening. There will be a 20 x 20 square foot waiting area, <br />which will include a layover room for drivers as well as restrooms. The building will be 900 <br />square feet the exterior will be traditional and fit into the area. The exterior materials will be <br />Urick and tempered glass. The glass will be clear for safety purposes as well as visual ability. <br />The roof will be a standing single seam copper roof which will turn green over time. There will <br />also be accent painting and fixed benches. The site will have 1 S-foot high pole lights with cut- <br />offs and there will be zero readings behind the walls and only foot light at ground level. Three <br />(3) foot landscaped mounds with 6-foot sound walls atop of that will equal a 9-foot buffer. The <br />sound walls are constructed with fiberglass, and will look like stacked wood from a distance. <br />The interior of the walls are filled with shredded tires, which bounces sound off them. The <br />residents behind these walls will receive two benefits from the walls one being there will be less <br />noise, and I-480 will be block from their view. There will be three underground water retention <br />systems, which have been reviewed by the North Olmsted City Engineer. O.D.O.T. is currently <br />looking at the configuration of the on and off ramp of I-480, once the report is received the city <br />3
