Mr. Puzzitiello <br />indicated that he would be willing to give Mrs. Donovan some time however only if professionals <br />were hired to bring the home back to living condition. Mr. D. Conway informed the board <br />members that there is a problem with flea infestation in the home. One of the North Olmsted <br />firemen whom entered the home to check the premises and get personal items for Mrs. Donovan <br />had to leave a$200.00 protective outer suit behind because of the conditions within the home. The <br />state of this home is not one which someone can just open the door and start cleaning. The bug <br />infestation will have to be addressed first. 1VIrs. Pierce questioned if Mrs. Donovan was willing to <br />work with the City to get her home in living order. Mrs. Donovan stated that she was willing to do <br />anything to get back home. 1VIr. Engoglia questioned how much time Mrs. Donovan would need to <br />get the home in living order. <br />Law I)epartments comments: Mr. O'Malley voiced that he would like to bring a procedural <br />matter to the boards attention. The City received a letter from the Mrs. Donovan's niece Ms. Ann <br />Rava who claims she has a quick claim deed. Although through research it shows, that Mrs. <br />Donovan is on record the owner of the home. Only Mrs. Donovan can confirm the niece who states <br />she has a quick claim deed, as she has not filed one. Therefore, there is a possible interest in the <br />property from the niece. If the niece files the quick claim, it could effect Mrs. Donovan's ability to <br />acquire the financing to hire a contractor to take care of her home. Mrs. Donovan has suggested <br />that her niece would be willing to tear up the quick claim in order to allow her to take care of <br />things, but that is between the two of them. The matter, which is before the board to confirm the <br />order to vacate the premises, can be dealt with today as well as a timeframe for the cleanup to <br />accrue. Mrs. Donovan suggested that she would have the niece destroy the quick deed. She <br />further questioned how she could contract someone to take care of the cleanup when she is in the <br />nursing home. Mrs. Pierce reminded Mrs. Donavan that the workers at the nursing home have and <br />would continue to help her. <br />Discussion regarding contractors: Mrs. Pierce inquired if the City had someone in mind that <br />could do such work. Mr. D. Conway indicated that his office could provide a list of contractors <br />that could be hired. Mrs. Donovan questioned how would the workers know what is valuable to <br />her or not. Mr. D. Conway suggested that would be between the contractor and Mrs. Donovan. <br />Mr. O'Malley suggested that once the insects have been taken care of then the applicant might be <br />allowed to go in the home to assist the contractors. Mrs. Donovan remarked that she bombed the <br />home twice a year when she had a fenced area for her animals but the City made her remove it and <br />was not able to address the flee problem after that. Mrs. Pierce suggested that as the animals and <br />Mrs. Donovan are not in the home, the flea problem can be addressed. Mrs. Donovan remarked <br />that some of the trash would have to be removed first or the fleas would hide in the trash. Mr. D. <br />Conway suggested that he felt 30 days would be enough time to clean the home. He suggested that <br />the board give him the authority of extending the time if he sees that Mrs. Donavan is cooperating <br />and activity is taking place at the home to bring it back to livable condition. Mrs. Donovan <br />suggested with the winter months approaching could she have two months. Mr. Engoglia <br />explained that as long as Mrs. Donovan works with the City and Mr. D. Conway sees progress he <br />could extend her additional time if needed. <br />P. Engoglia anotioned to conrirrn the Building CoYr?missioners order and to impose a 30-day <br />limitation to commence the repairs necessary to make the property anhabitable. The Building <br />Commissioner has the luthority to extend the timeframe for the property owner upon <br />evidence of work taking place. R. Klesta seconded the motion, whicla was unanimously <br />3
