<br /> <br />M. Davis made a motion to accept the proposed budget for the Landmarks Commission providing that <br />date strips and plaques are combined into the same line item for a total of $370. The motion was <br />seconded by K. O'Rourke and unanimously approved. <br />Mr. Barker joined the meeting at this point and was informed the budget was amended slightly. The <br />figures for date strips and plaques were combined; the total is $370. It does not change the overall total <br />budget figure. <br />• Review 2003 calendar for meeting dates <br />Mrs. Lord asked for feedback on the calendar of ineetings for 2003. She said that traditionally they have <br />had a meeting every month with the idea that in the summer months if there are no agenda items, they can <br />cancel a meeting. <br />L. VanAuken made a motion to accept the calendar of ineeting dates for 2003. The motion was seconded <br />by T. Dubowski and unanimously approved. <br />Mr. Barker mentioned that Council discussed Ordinance 2000-161, which is an ordinance regarding <br />minor changes (See attached). He said it will streamline the process involving the Landmarks <br />Commission. He indicated minor changes shall include but not be limited to the following: (1)the <br />installation of driveways, sidewalks, walkways, or other similar land surface improvements as long as the <br />original configuration is not changed; (2)patios, decks located in a rear yard that do not involve any <br />changes to a landmarks structure itself, or to the main building, on any property located in the landmarks <br />district; (3)roofs as long as the texture, color, materials and existing architectural style of the roof do not <br />change; fences not located in the required front setback. He mentioned chain link fences. He said the <br />ordinance states that if there is a situation where the building department is not sure, someone will call <br />the chairman of the Landmarks Commission who will then have time to decide if there is an issue or not. <br />Mr. Barker said it was brought up that the board would like to have a subcommittee that the chairman <br />would consult on these matters. He said it has been passed by the legislative committee but will need to <br />go to the entire Council. Mrs. Lord asked that a copy of the legislation, Ordinance 2000-161, be sent to <br />the Landmarks Commission when it is completed. Mr. Barker then returned to City Hall for a meeting. <br />IV. COMM[TNICATIONS: <br />• Landmarks' Memo to the Mayor regarding support of Heritage Home Loan Program <br />• Letter to the Mayor from The Cleveland Restoration Society regarding Heritage Home Loan Program <br />Mrs. Lord mentioned the packet sent by the Cleveland Restoration Society. She passed the information <br />around to the board members. She indicated the cost of participating in the program is $5,000. There <br />was discussion about the ordinance drafted by the society. She said she has some concern about how <br />many houses in North Olmsted would fit the criteria. She asked if the board needs to take some time to <br />figure that out. Mrs. O'Rourke asked if the cost of the program is a one-time thing or a yearly fee. Mrs. <br />Lord indicated she believes it is an annual fee since the packet information said it is a special 2003 rate <br />being offered to the city. Mrs. O'Rourke said they need to look into this further. She said people can't <br />help but ask about the program. They may get turned down if their home doesn't meet the criteria but it <br />can't hurt to ask. She wondered if the building department would suggest that people do this, or if it <br />would be up to the Landmarks Commission. Mrs. Lord said that is where some marketing comes in. Mr. <br />Lang pointed out the letter indicates all the information needs to be returned to the society by December <br />31, 2002 and that will not happen. Chairman Lord asked if they need to gather more information. Mr. <br />Lang said the only information that they would like is to find out whether the $5,000 is a one time fee or <br />an annual fee. Mrs. Lord said she would like clarification on meeting the criteria of the National <br />Register. Mr. Lang said that could probably be obtained through a phone call to the society. Mrs. Lord <br />3
