He said what they are proposing is very modern compared <br />to the age of the hoine. His request is that they give consideration to double hung windows instead of <br />casements. Mr. Capitoni indicated it is more expensive to go that way. He said they are separate units, <br />separate frames. The Beckrest's want to get a lot of light in the room for plants and with replacement <br />windows, he would be putting a frame in a frame. That is if they didn't alter the opening. If they took the <br />storm windows that are there now and put a replacement window in, they would shrink up. He would <br />like to give them more of what they are looking for with light. He mentioned some old homes in <br />Lakewood built around the same time. He said there are a lot of walk out sunrooms that do have <br />casements. They crank out instead of swinging in. He said if the homeowners are ok with it, he could go <br />back in with exactly what they have, more of a double hung looking window. Mr. Lang asked if it is <br />similar to the renewal system that Anderson and Pella use, where they use the existing frame and custom <br />make a window to sit back in that frame. Mr. Capitoni said they could do a full tear out though. Mr. <br />Lang said it could be in everyone's best interest to examine a re-building of the whole wall that the <br />window is going to go in. Mr. Capitoni said they could have the picture window flanked by a double <br />hung window on each side. Mrs. Lord said they need to keep in mind that a picture window is probably <br />not consistent with when the house was built. Mrs. Beckrest asked for suggestions so they can do what <br />they need to. They are open to ideas. They do need a lot of light. Mr. Beckrest asked if there is a way to <br />make the casements look like double hung windows. The use of mullions and grids was discussed. Mrs. <br />Lord read the U.S. Department of the Interior Standard for Rehabilitation, which lists what is <br />recommended and not recommended on historic homes. Mr. Capitoni indicated they could stay with the <br />double hung look. There are options but cost is a factor too. There was a lot of discussion among the <br />board members. Mrs. Lord asked if it would make sense for the coinmission to deny this proposal with <br />the idea that the applicants need more time to work on some of the issues. Mr. Beckrest asked if there are <br />options that would be approved. Mrs. Lord said the board would need to see the package. They can only <br />approve an application; they cannot approve a concept. Mrs. Beckrest said they want to look at the front <br />of the house and match it. Mrs. Davis mentioned the Beckrests might consider taking a look at Mr. <br />Lang's home at 25961 Kennedy Ridge. Mr. Lang offered to show them what he has done with his home. <br />Mr. Beckrest asked for some direction so when he comes back to the board they can proceed. Mr. <br />Capitoni said they can come up with some ideas so that it all fits in. <br />J. Lang made to motion to deny the certificate of appropriateness for the Beckrest's with the <br />recommendation that the applicant come back when it is convenient for them. The motion was seconded <br />by M. Davis and unanimously approved. <br />• Budget for 2003 - Paul Barker <br />Mrs. Lord indicated Mr. Barker did prepare and submit a budget in keeping with the budget from 2002. <br />She said that last year the board asked for $2985. She pointed out that the budget request for 2003 is <br />$920 arid then reviewed each item. Mrs. Lord mentioned that film is not a part of the budget. A lot of <br />digital work has been done. Mr. Dubowski indicated using a digital camera will save money. Mrs. Lord <br />indicated the board has to borrow a digital camera when it's needed. The previous work done has been <br />completed on a voluntary basis with the board's own equipment. Mr. Lang said a camera was last used <br />by himself and a S.I.T.E.S student when they went out to take pictures of Butternut Ridge and other <br />locations throughout the city. It came through the computer department. Mrs. Lord said the record <br />should reflect that Mr. Lind used his own equipment to print a lot of the work done. She said everyone <br />has contributed in some way. The budget does not reflect those kinds of expenses. Mr. Lang said as a <br />savings to the city then, they would look forward to being able to continue to borrow a city-owned digital <br />camera with discs when necessary so the board can carry out its charter.
