structure, fi-om the farthest corner out to the west property line, will be at 35 feet. Mr. Barker <br />commented that notes from the last meeting indicate that when something is behind a property, the <br />board really does not object too much. He said now they have a structure coming out 16 feet on one <br />side of the house with the premise of planting rose bushes. His thought is they will. have a lot of rose <br />bushes there, but in the future there may not be rose bushes there. Mr. Barker said he is not against <br />the idea; he is just trying to think of what has been done in the past and now the board is trying <br />something totally different. Mrs. VanAuken wondered if having a certificate of appropriateness and <br />requiring landscaping rather than roses would help with that issue, and the possibility of a different <br />owner down the road. Mr. Barker said his concern is what happens in the future if a new owner <br />decides they don't want any landscaping. He said he is not sure if it is the board's charge to direct <br />something like that. He said they set a precedent with their ordinance, and with other residents who <br />came to them before, that they try to- control the look from the front, and now they are coming out <br />with a 16 ft. by 4 ft. wall. They are only coming up 2 1/2 ft. but they will need a railing too. Mr. <br />McEleney mentioned the first case where the board recommended shrubbery to Mr. Soltas. He said it <br />is the same situation with Mr. Corell's proposal. Mr. Barker commented there is a difference because <br />that involves a fence and in this case it is lattice work that is camouflaging, hiding, the bottom of the <br />deck which is more or less a solid wall and there will be a railing. He is not arguing the point of what <br />is proposed; he is questioning it because they have set a precedent before. The things they have <br />approved previously have all been behind homes and unseen. Mr. Corell asked if he would rather see <br />no latticework or shrubbery. Mr. Dubowski pointed out that rose bushes are seasonal. Mr. Barker <br />said if they are talking about hiding a structure, he would like to see something like arborvitae that <br />would give them some height and is a continuous green. He said roses could be done in front of that. <br />He said he knows that adds expense but he wants to be cautious because down the line someone <br />could come before the board and bring up the fact that Mr. Corell is on the board and was approved <br />because of that. There was further discussion about possible solutions. Mrs. VanAuken expressed <br />agreement on having natural landscaping. Mr. Lang mentioned the removal of the lattice since <br />shrubbery would be put in place: <br />K. O'Rourke made a motion to recoinmend a Certificate of Appropriateness for George Corell, 26640 <br />Butternut Ridge, for deck at the northwest corner of house with evergreen shrubbery on the south side <br />of the deck facing Butternut Ridge Rd.. per drawing with the exception of lattice work. The motion <br />was seconded by T. Dubowski and unanimously approved. Nlotion Carried. Mrs. Lord indicated <br />the board needs a copy of the drawings for their files. <br />Chairman Lord pointed out that Paul Miller, Councilman at Large, was present and she requested that <br />the agenda be amended to accominodate Mr. Miller. Mr. Miller indicated he was present in regard to <br />a letter that was forwarded to Mrs. Lord. The letter was addressed to Council members from Spice <br />Constantino, the architects for tlie library. Mr. Miller said there is one paragraph from the letter dated <br />June 4t', 2002 that concerns him. He referred to the portion of the letter that asks for written <br />comments and questions from city departments and officials. The letter mentioned keeping major <br />changes that could impact construction costs to a minimum. Mr. Miller said that Council would also <br />like to miniinize unnecessary changes and place any changes/recommendations in the hands of Spice _ <br />Constantino as soon as possible. It may not be reasonable to expect this to be clone by June 21t <br />however. Mr. Miller said he did forward to Mrs. Lord on June 11t', a request that the Landmarks <br />Commission expedite its review of the library plans and give Council its input so Council can go on <br />with its input as well. Mr. Miller added he is Chairman of the Long-Range Planning Committee that <br />is looking at the library project and they are very interested and appreciate the Landmarks <br />Commission's input into the library project. They are looking to have Landmarks review the plans <br />that have been presented. He mentioned that there has been some review of the plans already but if <br />further review is required, the board should do that as quickly as possible. Mrs. Lord thanked Mr. <br />3
