--? o. <br />said he would like to see the legislation embellished a little bit. Mrs. O'Rourke asked if the ordinance <br />was copied from someone or somewhere else. She said they cannot tell a resident yes or no they can <br />change their roof, they own the house and property. They cannot prohibit anyone from doing <br />anything. The board would like them to keep in style and recognize the beauty of having an area that <br />is protected in some way, but if that is not the case, they cannot stop them. N1r. Corell pointed out <br />they can just slow them down. Mrs. O'Rourke asked how far in depth they want to go with the details <br />of the ordinance when in fact a resident can use whatever they want. Mr. Barker said in his <br />observation of being on Landmarks for 2 years and since the legislation has come forth, it seems to <br />always be soine kind of duel between Landmarks and the Building Department because of the <br />legislation. All in all it hinders the residents. They have been working for over a year to smooth it out <br />with legislation to make it easier and nothing has happened. Mr. Barker appealed to Mr. Dailey and <br />Mr. O'Malley to get people together to smooth this out. Mr. Corell commented it seems a friction that <br />in some regards the work of the Landmarks Commission might be seen as cross-purposed to the work <br />the Building Commissioner has to do based on time. He agreed with appealing to their Council <br />representative, Mr. Dailey, to get things going with City Hall and get something worked out so it <br />works well for everyone and when that happens the residents will be the beneficiaries. Mrs. <br />VanAuken suggested that when Counci] works on the legislation, they have Mr. Conway there along <br />with a member of Landmarks. <br />e Cleveland Restoration Society letter <br />Mr. Corell suggested they discuss trying to obtain some kind of corporate sponsor(s) for their <br />involvement with groups like the Restoration Society. He would like them to gain access to all the <br />resources out there. They could be missing quite a lot by not being able to be involved because they <br />have no funds. He said he would be willing to contact companies like Giant Eagle, or Moen, but he <br />wants to know how the rest of the group feels. Mr. Dailey brought up there are natural fits with <br />Landmarks that should be considered. A business involved with homes and restoration, Home Depot, <br />US Wallcovering, Sherwin Williams, should all be considered. Mr. Corell pointed out that a company <br />that supplies some inaterial might create a conflict of interest. He would like to see someone out of <br />the building services industry. Mr. O'Malley brought up the walking tour brochure. He said perhaps <br />some potential sponsors could be listed and they would pay a fee for that. Those sponsors would then <br />be informed their contribution will help defray the cost of the brochure as well as assist with <br />meinbership/involvement with historical groups. Mr. Corell asked if they seek outside help would it <br />have to go through the City's general accounts to come down through the budget to get to Landmarks. <br />Mr. Barker said there is a line item for Landmarks. Mr. O'Malley suggested that any income be <br />directed to the Finance Director so that a company or group making a donation will receive a receipt. <br />He indicated they can solicit money but cannot receive funds. Mr. Lang asked if there is any built in <br />protection that their money put on deposit into a line item account, stay in that account. He asked if <br />Council can move funds from one account to another. Mr. O'Malley indicated Council can do that but <br />they are not talking about the kind of money that would warrant that. Mr. Lang agreed with Mr. <br />Corell's idea to solicit funds. He referred back to the second item of new business, which is <br />discussion of historical signs and markers. If they want to pursue any other signs and markers they - <br />could ask for donations to defer those costs. Mr. O'Malley asked if there would be a separate sign for <br />a sponsor. Mr. Lang said no. There is not enough room on the markers and they would not want to <br />deface them. Mrs. VanAuken agreed there should be no advertising on the historical markers. She <br />said if they are a tax supported institution, even though it is a small amount of money, someone could <br />say what business do they have asking for money when they are already getting it from taxes. Mr. <br />O'Malley said someone could very well respond that way. Mr. Corell said they have to be in a <br />position to answer that. He mentioned that Mrs. Lord asked him to bring up the barns program. <br />There is a house bill that has some money buried in the agricultural appropriations to preserve old <br />6
