members received, the different elevated rooftops, and suggested stay away from the mirror <br />imaging. Ms. Wenger indicated that compared to the first rendering the drawings before the <br />board now are very flat and lacks the three-dimensional feel which added playfulness. Mr. <br />Renzi suggested that the next plans would not be two-dimensional they would be three- <br />dimensional and the board will be able to see the depth of the recesses including the small <br />plaza atop the retail centers. Mrs. Nader indicated that the board wants to see complete <br />elevation plans so they can see what each side of the buildings will look like. <br />Target Architect presentation: <br />Mr. Gilmore briefly reviewed the two entrances to tlie target area. The only entrance to the <br />store will be located at the northwest corner of the building. He briefly reviewed where each <br />of the areas would be located inside the building. They will try to match the same massing as <br />the three outer buildings as well. There will be a tower at each end of the building, the <br />facades are tapered to break the building up. The colors that will be used which match the <br />other buildings. They will have awnings to match the outer buildings. The farade that fronts <br />the site will have display windows. The dark colors on the rendering will be red brick and the <br />lighter colors will be an E.F.I. S. system. The working areas were described for the target <br />building. He suggested that the nekt time they return they would have complete plans. The <br />back of the building will have an enclosed dock area. Landscaping will be throughout the site <br />year round. Mr. Crook questioned if the display windows suggested would have rotating <br />displays. Mr. Gilmore suggested that the display window will house their ad that changes <br />yearly. He suggested that the next meeting they would have pictures showing the poster <br />display window. Mr. crook questioned how the delivery trucks would make their deliveries. <br />Mr. Berryhill suggested that the delivery trucks would enter the center drive and proceed to <br />circle around the back of Target, until reaching the dock where they, will back into the bay. <br />Mr. Zergott questioned if there would be berms at the northeast and southeast corners. He <br />questioned what the height of the mounds and fences were as the plans show different heights <br />than what are being suggested. Mr. Berryhill suggested that the plans were a typo they will <br />be 8-foot mounds with 8-foot fences. The plans that will be submitted to the Planning <br />Commission will reflect that. The fence "will be either board on board or vinyl. Mr. Zergott <br />requested vinyl fencing be used. Mr. Crook questioned the elevations of the roof. Mr. <br />Gilmore indicated that parapets would screen all the rooftop units. Mr. Crook questioned the <br />pedestrian pathways. Mr. Berryhill suggested that they were studying the pathways but <br />thought of a series of crosswalks to tie everything together. Even having old fashioned street <br />signs, clocks, with metal basis and light poles with banners on them. The sidewalks will <br />either be paviors or brick stamped concrete that will have a cobblestone look. Mr. Zergott <br />indicated that he preferred paviors because they hold up better to weather. Mr. Serryhill <br />commented that with a development of this caliber quality materials will be used as they never <br />cell off their developments, they keep them forever. Mr. Zergott reiterated that he preferred <br />brick paviors. Mr. Crook suggested that some of the front paths should also be added to the <br />north sides of buildings "D" &"C". The north sides of buildings "B", "C", &"D" needs to <br />have.more elements that are shown on the south side matched along the north. Ms. Wenger <br />voiced that pedestrians will take the least path of resistance, which would be right through the <br />middle of the parking lot not the sidewalks. For target to be on this site it will require a <br />massive variance because it is a big-box store. It is her belief that the reason for the big-box <br />ordinance was to protect areas esthetically from massive box type stores. The first drawing <br />camouflaged tlie massiveness of the proposed store with breaking up the store fronts using 3D <br />elements. Each of the plans currently being presented strays from the preliminary plan and <br />the current Target store shown strays even further in this rendering Target looks more like a <br />big-box store now than what was preliminarily approved. Elements need to be added to all <br />sides of the Target store. The current renderings strayed further from what was preliminarily <br />4
