Mrs. Rote announced that the applicants would be returning to Planning Commission <br />on November 25, and notices for that meeting were mailed out the day earlier. <br />Mr. Zergott indicate that Assistant Law Director O'Malley would,explain for the residents <br />what takes place at an Architectural Review Board meeting. Mr. O'Malley briefly reviewed <br />that the current meeting was experiencing a new code, which calls for development plans to <br />be reviewed by Architectural Review Board first. He discussed what the duties of the <br />Architectural Review Board are and what they would 'and would not be. reviewing with the <br />applicants. He suggested that some of the concerns of the residents would need to be <br />addressed with Planning Commission. <br />2. Dunkin Donuts/ Baskin Robbins; PP# 237-09-005 (Clauge Road: (WRD 2) <br />Proposal consists of construction of a new Dunkin Donuts/ Baskm Robbins Retail building. <br />Chairman Zergott called all interested parties forward to review the proposal. Mr. Dalpiaz, the <br />Construction Manager for the parent company of Dunkin DonutsBaskin Robbins, Ms. <br />Caserta, with Retail Architecture, and Mr. Vayda also with Retail Architecture each came <br />forward to review the proposal: <br />Applicants Presentation: <br />Ms. Caserta reviewed that the site is located on Clague Road right behind CVS pharmacy. <br />The curb cuts on the s'ite are pre-existing. There will be landscaping throughout the entire <br />setback perimeter of the lot. They believe that the impact to the site will be minimal. After <br />meeting with the City Planner changes were made to their proto-type building to make it more <br />subdued. There will be two towers on the building one at each of the two entrances. There <br />will be an outdoor seating area at the front entrance, which faces Clauge Road. Mr. Vayda <br />reviewed that all the city requirements are met, i.e. setbacks, parking requirements, <br />landscaping, and no variances are required. Mr. Conway questioned if the applicants would <br />be serving anything besides ice cream, coffee, donuts, or bagels. When the plans were <br />reviewed, they were not reviewed as a restaurant. He questioned if the applicants were <br />moving into the food services and what products would be sold. Mr. Dalpiaz reviewed that <br />they would offer coffee, donuts, ice cream and juice there is no kitchen or production of <br />anything. They met with the City Planner and feel that they are moving in the direction that <br />the city has indicated. Mr. Conway explained that the reason he questioned the product being <br />sold was to clarify whether or not it is a restaurant or not. He has indicated that they require <br />no variances if in fact this is a restaurant they are required to have 1'/z acre for their building <br />which would require a variance. Mr. Dalpiaz reviewed that donuts, bagels, different types of <br />coffee, and different types of ice cream will be sold at the store. The building will be a <br />satellite building, which means that no product will be produced at the site. Although the <br />product is fresh it is not produced or baked at this site. <br />Board members comments and concerns: <br />Mr. Zergott commented that the board did not have elevations for the south side entrance and <br />questioned why the main entrance would face the abutting neighbors. Mr. Vayda indicated <br />that the reason the main entrance faced the neighbors was to keep the drive-through away <br />from the residents. Mr. Zergott questioned the building materials that would be used on the <br />building. He questioned if the building rendering was accurate as it shows a purple band of <br />brick on the building. He also questioned if the awnings would be backlit. and asked for <br />review of building materials being used. Ms. Caserta reviewed that the purple shown is <br />awnings, which are solid and will not be backlit. The brick that will be used is Rustic Myrrh <br />7
