ROLL CALL: Chairman Zergott called the meeting to order at 5:30 pm PRESENT: B. Zergott, M. Yager, and J. Nader ALSO PRESENT: Building Commissioner D. Conway, Assistant Clerk of Commissions A. Kilbane II. REVIEW AND CORRECTION OF MINLJTES: The minutes from the Architectural Review Board meetings held July 16, 2003 and July 22, 2003 have been submitted for approval. M. Yager made a motion to approve the minutes of the meetings held July 16 and July 22, 2003 as submitted. The motion was seconded by J. Nader and unanimously approved. III. SIGNS: IV. OLD BUSINESS: AutoZone, Inc., 24250 Lorain Rd., PP#231-31-005 The proposal consists of construction of a one-story masonry building and associated site work. Note: Planning Commission addressed the proposal 04/08/03 and approved the plans 7/8/03: The Architectural Review Board tabled this proposal at its July 16, 2003 meeting. Applicant's Presentation Mr. Jeffrey Berneburg reviewed the revised plans with the board members. He indicated the landscaping plan has been substantially improved. He then reviewed the position of existing trees and pointed out what will be added to the site. He handed out photographs that show the existing vegetation. Mr. Berneburg said the store will be a 5,400 square foot building. They are providing 28 total parking spaces with 2 being handicapped spots. They have a trash dumpster enclosure that is constructed of the same material they are proposing for the building. He then reviewed the building plan which was revised as requested by the board. Board Member Questions and Comments Mr. Yager asked Mr. Berneburg to go through the materials relative to the colors on the sample board. 1VIr. Berneburg reviewed the colors on the building. Mr. Yager asked if there will be any lights on the building. Mr. Berneburg said they will have small, decorative, surface mounted lights. There will be 4 across the back and 3 on the right side. They will be 100-watt light bulb fixtures so they are not bright. They are a decorative splash type fixture. Mr. Conway asked if they will have cut offs. Mr. Berr?eburg said it is a wall mounted unit that is basically a splash straight down. 1VIr. Conway commented there are a couple of residents to the rear of the building and he is concerned about the lighting, particularly an exposed fiature on the back. Mr. Yager said he wonders why they would even have a decorative fixture on the back. He suggested the applicant eliminate them. Mr. Berneburg said they can do that. Mr. Yager inquired about mechanical equipment. 1VIr. Berneburg referred to the plans and indicated they are screened. Mr. Zergott asked if there will be any new parking lot lighting. 1VIr. Berneburg replied it is the same as it was before. He then reviewed the photometric plan. He said the monument sign is also the same as it was proposed previously. Mr. Yager asked who determined the number of parking spaces. 10'Ir. Berneburg said they wanted to meet the city code, and in fact exceeded it by a few spaces. Mr. Yager asked if they need that many spaces. He then asked if they can land bank some of them. He said it seems extraordinary to have that many spaces for the type of product they sell. He asked if they also have to have 2 curb cuts for a store that does not have that many customers at one time. Mr. Berneburg pointed out the
