CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN NLA-KE A DIFFERENCE" <br />"CONTINUANCE OF ARCHITECTURAL REVIEW BOARD MEETING HELD 7/16/03 <br />MINUTES - JULY 22, 2003 <br />CONFEItENCE ROOM <br />4:30 P.M. <br />1. IZOLL CALL: Chairman Zergott called the meeting to order at 4:35 p.m. <br />PRESENT: B. Zergott, M. Yager, J. Nader, and K. Schulz <br />ALSO PRESENT: Assistant Building Commissioner T. Rymarczyk, Assistant Law Director <br />B. O'Malley, and Assistant Clerk of Commissions A. Kilbane <br />R. REVIIEW A1VD CORRECTION OF 1VIINUTES: N/A <br />III. SIGNS: <br />IV. OLD BUSINESS: <br />1. Remin2ton College; 2635 Great leTorthern Shoppin2 Center: <br />Proposal consists of new exterior improvements, new masonry covered entrance to the existing Top's <br />building to accommodate a post secondary school. Note: Planning Commission granted a conditional use <br />permit 1/14/03 and approved the proposal 5/27/03. Architectural Review Board tabled the plans 6/18/03 & <br />7/16/03. Variance request was tabled 6/5/03 & 7/9/03 by the Board of Zoning Appeals. <br />Applicant Presentation <br />Mr. Strelau and Mr. Saleet of ADA Architects, along with Mr. Azotea of Remington College, and Mr. <br />Boron, a landscape architect came forward to address the board. Mr. Strelau said they propose to remove <br />four tall, overgrown trees on the west elevation and some dead shrubs will be removed as well. They are <br />proposing to put in a cluster of 4 arborvitae with some tall ornamental grasses. They will put in a fifth area <br />at the end near the dumpster, which will become the student lounge area. If they need to take out a plant in <br />good shape, they will transplant, or put in a new plant. They will use color and height variation. He had <br />heard comments at previous meetings that the truck dock needs to be screened and it needs to be lively. He <br />indicated they had a 6 foot, 6 inch planting bed there so he has increased the depth of that bed to about 8 <br />feet, 6 inches and put in taller arborvitae behind and grasses and other plantings in front. <br />Board uestions and Comments <br />Mr. Zergott asked what the plantings north of the arborvitae will be. Mr. Boron indicated they will have <br />Black-eyed Susan, some spirea, grasses, and he believes some day lilies. Mr. Zergott said he does not <br />believe there is much of a curb or sidewalk there so he would recommend they change that to all perennial. <br />He added that snow plowing will be built up there so spirea and similar plants would get crushed. He <br />suggested they eliminate the shrubbery there, keep the arborvitae and have a good mix of perennials up <br />front. Mr. Strelau said in the front of the parking lot they are proposing 6 new landscape planters. He <br />indicated he attended a portion of the last meeting in which Galyan's was addressed to see what they are <br />doing with their islands. He said they will mimic what Galyan's is doing. In front of the main entrance <br />element they have widened the new concrete walk and have created 2 new planters. He said he heard the <br />discussion prior to the meeting relative to the right of way. He believes they have enough land on their <br />property so they won't have to encroach on the right of way along the Brookpark Road section. They are <br />proposing some serpentine planting beds in 4 groups of 2. They are willing to coordinate with Galyan's to <br />provide a uniform landscape theme along Brookpark. Mr. Zergott commented that he saw Galyan's idea <br />and they went heavy with perennial, which he believes is a good idea. He believes they went with 100% <br />perennial. He asked if the beds will be irrigated. Mr. Strelau said everything will be. Mr. Zergott said <br />he would suggest that they leave some serpentine flow of annuals too so there are flowers for at least 5 <br />months. Mr. Strelau indicated that Mr. Boron had been in touch with Cawrse Landscaping prior to the <br />meeting to get a feel for what they are doing for Westfield. They are willing to continue dialogue with <br />them to provide a uniform scheme all the way down Brookpark. Mr. Zergott said his biggest concern is <br />for them to be able to build the mounds as high as possible. Mr. Strelau said they are anywhere from 3 <br />feet below Brookpark, to even with Brookpark, to 3 feet below, and back to even. They do not have a
