used for. Mr. Sindyla said O.D.OT. will use that ai-ea as they wish. He said if they wanted to expand
and use that area, it would cost more since O.D.OT. owns it. 1VIr. Zergott asked who will maintain the
wood fence. Mr. Sindyla said if it is made a condition that they have to periodically check the fence,
they can do that. They submitted two kinds of maintenance checklists to the Planning Commission, one
for the winter and one for summer. They hire contractors to do it for them and will have their own
technicians periodically check on them. Mr. Zergott asked if they would be opposed to using an
wolmanized structure and t11en cedar boards. He said he deals with a lot of fencing and has noticed that
pressure treated woods tends to warp and crack quite a bit. He said cedar will work better. He added that
the boards will last just as long and they won't warp and crack. He asked if they will be running three
rails along the fence. 10'Ir. Sindyla replied he believes so. He said the engineering department approved
the basic plans. Mr. Yagei• asked what the decision to put the tower on that property was based on. Mr.
Sindyla said that one reason was O.D.OT.'s need for room to move in and out of the site. The other
reason was that O.D.OT. indicated to them that they will eventually put in an off ramp in that area. They
selected a site location where they wouldn't have to worry about being removed. It will actually be more
work where they are locating. 1dlr. Ynger• said there are three other carriers possible on the tower. He
asked who the other three carriers might be. Mr. Sindyla said it could be Nextel, or Verizon. Mr.
Yager said Verizon will put up theirs and plan for three others and Nextel will put up theirs and plan for
three more. Mr. Forest said they won't. They planned for three others because they are required to.
When other companies come in, they just add their antennae to a vacant spot. Mr. Yager asked if Nextel
comes on to T-Mobile's towers. 1VIr. Forest indicated they do. Ms. Schulz said that is how it is done
now. She said they try to minimize the number of towers going up. Mr. Yager asked why they can't put
a tower on top of the Radisson. Mr. Zergott pointed out there are a lot of companies over on the
apartment buildin- already. Mr. Sindyla said there is a hole which exists right on I-480. He then
showed the member-s a color renderino, of the zones along I-480 where there is no coverage. Mr.
Zergott mentioned a big parking lot is going up on the east side of Clague Road and it would never be an
issue as far as an off r-amp. He asked if T-Mobile talked with the people handling that so the tower could
be tucked further back. Mr. Sindyla said he spoke with Don Lydon who represents Zaremba. He also
spoke with David Conway, the Building Commissioner. He was informed the northeast side is still
zoned residential and there was a variance granted for the parking lot. He also contacted the councilman
for that area. Mr. Sindyla was told the northwest corner is where the city wants the tower to go. Mr.
Rymarczyk pointed out the proposed site is in the overlay district. 10'Irs. Nader asked if there is a reason
they have to access the fenced in area from the east side and not the north. Mr. Sindyla said that there is
existing parking there and O.D.OT. needs that area for their trucks and wants them to use the same
parking and entrance. Ms. Schulz asked if there is a reason that there is no landscaping proposed on the
west and east sides. Mr. Sindyla referred to the plans and pointed out the gate to get into the compound.
It is a 12-foot gate. Ms. Schulz asked if they need that cnuch room to get in and maintain it twice a year.
Mr. Sindyln said the technicians go in once a month and they pull trucks right into the compound. He
added that while there is nothing on the one side, North Olinsted code requires that they leave as much of
the existing vegetation as possible. Mr. Zergott asked if they plan on using 4x4 construction there too
or can they use steel pipes with galvanized rails, which would hold up much better. Ms. Schulz said
there is a 12-foot gate but there is 60 feet total. She asked what will be done with the other area. Mr.
Sindyla said it is actually where the drive is located. They reviewed the site plan. Mr. Zergott said that
at the gate he would like to see them use larger steel posts with galvanized steel rails. Mrs. Nader asked
if it is possible to put the gate on the north side. She said she is not sure how far they would have to
modify the drive but they could run all the evergreens along the east side so you do not see the gate and
the open fencing. IO'Is. Schulz said the gate would actually be facing the highway. Mr. Sindyla
indicated he would have to speak with O.D.O.T. about that. Mrs. Nader said even if it was in the
northeast corner, it would not make much difference. 1VIs. Schulz said it would be a better way to go.
Mr. Sindyla said he will see what O.D.O.T. says and let the Board of Zoning and Development know the
outcome. Mr. Rymai•czyk said if they are changing the footprint, the proposal should go back to the
2
