O <br />Planning Commission. Mr. O'1VIalley said the Planning Commission would be happy to see the <br />applicant comply with any recommendations of the Architectural Review Board. He said the <br />Architectural Review Board may be recommending something that is subject to Planning Commission <br />review. If the applicant is not going to accommodate the Architectural Review Board's recommendation, <br />the applicant can ask to go back to the Planning Commission. At some point in the process, certainly <br />before going to the Board of Zoning and Development, the landlord, O.D.O.T., might want to make an <br />appearance to support the applicant. Mr. Zergott said it is a good idea. Mr. Sindyla said he will talk <br />with the landlord. Mr. Yager asked where the nearest T-Mobile towers are located. Mr. Snndyla <br />indicated there is one at Victoria Plaza. Mr. Yager asked if there is one on top of Great Northern <br />Corporate Center. 1VIr. Rymarczyk indicated that plan fell through. Mr. Yager said that he knows T- <br />Mobile has a lease for this site, but this location is the front door to the city. When you get off I-480 at <br />Clague Road and you come into a cell tower at 160 feet tall, it is too much. He said it amazes him that <br />this is acceptable to everyone up to coming into this meeting. Mr. Yager mentioned the nursing home <br />across the street from the site and the corporate center at the other corner. He said they are trying to <br />make that area nicer and now it seems they are ready to bag that whole direction for a cell tower. There <br />was discussion about the rubble stored at the site by O.D.O.T. and the amount of land owned by <br />O.D.O.T. Mr. Yager said he is baffled that these towers can only go 1.8 miles. He said we're talking <br />about 3 miles between towers and there is a problem reading reception. Mr. Forest said they have to <br />deal with current technology. The area is also densely treed, and buildings soak up the signal as well. <br />He said that in a suburban environinent they try to overlay as much as they can to get peak coverage. <br />They cannot change the laws of physics. Ms. Schulz asked if the technology is different in Europe. Mr. <br />Forest replied they use the same technology. They generally have more towers but they prefer to use <br />buildings. Mr. Yager asked where the nearest tower is located. Mr. Sindyla said the closest tower is at <br />Victoria Plaza. The code requires that they be 1/2 mile from any tower inside or outside the city limits. <br />The next closest tower is in Fairview Park by the shopping center. And the next one is right on I-480 by <br />the airport. The closest one is 1.5 miles away. Mr. Zergott asked for any questions or comments from <br />those present. There were no further comments or questions. <br />B. Zergott made a motion to accept the proposal with the conditions that they use cedar planking <br />rather than wolmanized. The gate frame is to be made out of galvanized steel and cedar and is to <br />be put on the northeast corner of the compound with the trees, Austrian pines, and the berm going <br />up the entire east side of the compound. Where there is not a gate and they have access on the <br />north side, they will put as many trees there as possible. The motion was seconded by K. Schulz. <br />Roll call on the inotion: K. Yager - No. MOTION <br />CARRICD. <br />Mr. Yager asked to be on the record as being totally opposed to the site and its impact on the aesthetic <br />nature of that intersection. <br />Mrs. Kilbane announced the Board of Zoning and Development will be meeting on April 29, 2003 after <br />the Finance Committee meeting which begins at 7:00 p.m. No further notices will be sent out. <br />VI.
