<br />the commission should contact Mr. Halleen and say he shouldn't pursue this alleged buyer. Mr. O'Malley <br />said he was thinking the commission might instruct him to take up the matter with Mr. Farrell, Mr. <br />Halleen's attorney. He said they can let Mr. Halleen know they really appreciate him trying to keep the <br />door open for the city for as long as possible but at the same time, they would rather see another buyer <br />take the house than see it destroyed. The commission agreed it was a good idea to have Mr. O'Malley <br />follow up on it. Mr. O'Malley said perhaps the commission wants to seek an audience with City Council. <br />He pointed out that Council was invited to attend a Landmarks meeting but no one came. He said maybe <br />they could ask to meet with the Finance Director. Mr. Barker said he and Mr. Dubowski are planning to <br />attend some coinmittee meetings tomorrow night and he asked if it would be prudent to ask Council <br />members to' set up a meeting. Mr. O'Malley said the City Council does not require a request or <br />solicitation from Landmarks to take up a matter on its agenda. Mr. Barker commented the entire <br />commission would not have to appear at a meeting with Council. His suggestion would be to ask Council <br />what night would be convenient to meet with a few members of the Landmarks Commission to discuss <br />Rebecca's. Mr. O'Malley said he recalls Mr. Dailey indicating he would help push the matter. He said <br />any committee that would take up the cause can put it on the agenda. Mr. O'Malley said he would <br />suggest the board send a memo soliciting an audience with Council and the board can take a less formal <br />approach with individual Council members. <br />VI. OLD BUSINESS: <br />Mrs. VanAuken asked if anyone is aware of the work the Finance Department is doing to have city <br />records put on discs, and they will then be filed by the historian at the Western Reserve Historical <br />Society. Mr. Lang said he had heard about it. Mrs. VanAuken said she wondered if it was something the <br />Landmarks Commission would be interested in also. She said there were discussions with a historian at <br />the Western Reserve and he offered to put old city records on tapes or discs so they will be available at <br />the library. Nlrs. VanAuken said this gentleman is particularly interested in old city documents, such as <br />lists of salaries, anything having to do with city business. She pointed out that the commission has some <br />old records too and she asked if there was any chance of having that material treated that way too because <br />then they would not have paper deteriorating; they would be in a safe place. She said she has not talked <br />with the Finance Director about it but she did speak with the Clerk of Council. She asked what the board <br />members thought about putting some of their old stuff in a similar category provided the historian is <br />interested in it. Mr. Lang said that Mrs. VanAuken called him about this about a month ago and <br />following that he did approach Mrs. Seman, the Clerk of Council. He said he was unable to meet with <br />Mrs. Copfer, the Finance Director. IV1i-. Lang reported that Mrs. Seman informed him it is being looked <br />into in terms of feasibility. He said that Mrs. Seman mentioned there is a cost factor involved with this. <br />There are archival problems. The records must be preserved somewhere with other copies available in <br />house for reference purposes. The state has passed archival regulations as far as what must be kept and <br />for how long a period of time. He said they talked about this a while back to see if anyone in the school <br />district could digitize some of the paperwork the board has. That was something Mr. Corell was going to <br />work on. It would be a matter of the board knowing what is in their files, which they still do not know. <br />He said some follow up work needs to be done in terms of their own archives before they can even <br />proceed to find out if there is anything of value to the Western Reserve Historical Society for digitizing <br />purposes. Mr. O'Malley indicted he has some comments on the issue of archives. He said at the Law <br />Director's insistence, the Records Commission was recreated. He would recommend that the board direct <br />a memo to the Records Commission asking them for detailed instructions and recommendations as to <br />how the Landmarks Commission might discharge its duties with regard to its records, and what the rules <br />are, and how the board might participate in that function. He said they should leave the financial issues <br />to someone else to worry about and try to discharge the board's duty to oversee and manage the archives. <br />The Records Commission can provide guidance on what Landmarks can get rid of, what they can keep <br />and how they keep it. The entire city is being overrun by paper in the absence of any established policies. <br />Mr. Lang said that he spoke with Mrs. Purper a few months back and he believes she is the secretary to <br />4
