Halleen said it would be minimal because he would still have to fill the hole. The Mayor said there <br />would certainly be some cost savings whether it's a thousand dollars or maybe more. That could be <br />used as seed money to attract additional funds from various organizations in the area. He asked if the <br />commission has considered moving the building down by the Frostville Museum. Mr. Barker said he <br />believes the moving expenses would probably double if they move the building there. Mrs. Davis said <br />it is the wires that have to be moved that create the biggest part of the expense. Mr. Barker asked Mr. <br />Halleen if he would get any tax savings by donating the building to the city versus just tearing it down. <br />The Mayor said there is a tax savings. Mr. Halleen said he would get savings on the tear down. He <br />made a couple of additional comments but they were not audible on the tape. He said when the <br />building comes down that goes into the cost of the land. Mr. Dailey said he believes what Mr. Barker <br />is saying is this is an opportunity to benefit twice from the same property. The first benefit is the <br />donation of whatever the cost of the building is, and a second time if he went to sell it. Mr. Halleen <br />said he cannot benefit twice. Mr. Dailey said he respectfully disagrees. He would be selling a <br />tangible building, or donating personal property and once it is moved, it is gone. He said the next time <br />he goes to sell a piece of land with no building on it, he is still going to recoup some money from the <br />sale of the property. There was further discussion about costs and possible benefits to Mr. Halleen. <br />Mr. Dial, the resident in the audience, said it is his understanding that in a case like this, if the building <br />was donated to the city, Mr. Halleen would obviously have a write off on whatever the value is for the <br />building as opposed to the land. He said in addition, he believes NIr. Halleen would also be able to <br />take an additional charitable deduction on it. He said there could be quite a gain on this depending <br />upon how good Mr. Halleen's accountant is. He thinks the commission wants to take that into <br />consideration now. Mr. Lang said he would like to enter into a discussion as to where the building can <br />be placed if they did accept it. He said they have not gotten into a discussion about Frostville and Mr. <br />Kiczek did make a mention, "please don't go that far again," since he was involved with the move of <br />the Carpenter house and it was a horrible move. Mr. Barker said there has always been talk of <br />developing the triangle area and there is a strip of land between the Marathon station and the first <br />house on Butternut Ridge. He is not certain who owns it. Mrs. Davis said that Marathon owns the <br />land. He said another suggestion would be the front or back of North Olmsted Park. It could become <br />an ice cream parlor, it could be used to sell hot dogs during baseball season, or there could be little <br />league offices or soccer offices there. He said they could even get Polaris or the high school industrial <br />art classes involved. Mayor Musial said there is also the possibility it could go along south Canterbury <br />Road, as the city owns that strip of land. Mr. Lang said he did mention that location to Mr. Kiczek <br />and he did not say "no," but it is getting near the outer limits of how far he would want to move it. <br />Mr. Lang said one of his first suggestions was to put it on Springvale property and use it as a pro shop. <br />Mrs. Davis said the reason Mrs. Martindale was at the meeting earlier is that Mrs. Davis had been <br />speaking to Mr. Lang about the possibilities of getting input from other areas. She mentioned the <br />Cultural Activities Commission and having something that could be used by them. It could be used <br />for meeting rooms or as an art gallery. Mrs. Davis said they need to talk to more people to get support <br />for this project. She added that the Chamber of Commerce ineets on Thursday at noon at the <br />Radisson. Mrs. Lord said Mrs. Martindale has been the champion of the Cultural Activities program <br />for many years. Mrs. Lord asked Mrs. Davis if Nlrs. Martindale had some kind of impression of the <br />idea. Mrs. Davis said they had been talking about another space because Cultural Activities had <br />wanted a small theater space and she had thought about Rebecca's and mentioned it this morning. She <br />explained that Mrs. Martindale wanted to attend the meeting but could only stay a short while. Mr. <br />Lang passed out a memo from the Building Commissioner that states there was no reason for Mr. <br />Conway to be present at the meeting. He then referred to the memo inviting various city officials to <br />the meeting. He recapped the suggested sites for relocating the building. He mentioned the memo <br />from Mr. Copeland that says the Senior Center is going to be taken off the list of rent-able city <br />properties. In which case, a facility needs to be replaced providing civic organizations with a place to <br />meet. He said Old Town Hall is available for rent when it is not being used for city purposes.
