Landmarks for 2004. He reminded them the program would cost the city $5,000 but would make low <br />interest loans available to owners for renovation of historic buildings. The Cleveland Restoration <br />Society would provide inspectors to make sure the renovations are completed as appropriate to the <br />Secretary of the Interior's Standards. The city would not be left out of the picture. It would still deal <br />with the normal inspection process. There would be a time schedule of approximately one-year from <br />start to finish for any project utilizing these funds. Mrs. Lord said if a home has been vinyl sided, it <br />cannot be considered for the program. There was further discussion of the benefits of the program. <br />Mrs. Lord said the board was made aware of the program well over a year ago. W. Barker read his <br />report from the meeting he attended on October 1, 2003 (see attached). <br />Mrs. Lord mentioned she received a catalog from Sternberg Vintage Lighting. She asked if anyone <br />recalls doing business with that company. Mr. Lang said he thinks they may have been the ones who <br />were involved with the recommendations for the library lighting. He said because the commission <br />was part of the discussion on lighting, they were somehow put on the mailing list for catalogs. Mrs. <br />Lord indicated she will not respond to the request for information from Sternberg. <br />Mr. Dailey said he received a request from the Rocky River Historical Society. They are looking for <br />information for a strategic planning matrix that other historical societies are filling out. He gave Mr. <br />Lang the form to be completed. Mr. Lang said he explained to Mr. Ardussi of the Rocky River <br />Historical Society that Landmarks is not really an historical society but they could share information. <br />VI. COMMITTEE REPORTS: <br />VI. OLD BUSINESS: <br />Continued research regarding Landmarks accepting Rebecca's building from Mr. Halleen <br />Mr. Lang indicated that Mr. Halleen is present. He said Mr. Dial, a resident, was also in attendance. <br />Mr. Lang said a memo was sent out on October the gtt' to the Mayor, Council, Law Director, Finance <br />Director, Safety Director, Service Director, City Engineer, and the Building Commissioner to give the <br />board input as to what might be done with Rebecca's in terms of an offer made by Mr. Halleen a few <br />months back to donate the building to the city. He said questions remain on that offer and in <br />discussion that was approximately 3 months ago, a 6-month period of waiting began. During that time <br />the Landmarks Commission would investigate through research various alternatives to the use and <br />utility of the building to the city and to make recommendations as far as what might be done with it. <br />The board at that tiine told Mr. Halleen it would investigate the cost of moving which they have done. <br />They have given some thought to where the building may be moved. The board is 3 months into a 6- <br />month research period before a certificate of appropriateness must be decided. He said with that in <br />mind, they would like to discuss the possibility of city acceptance and use of the building, the offer by <br />Mr. Halleen, the cost of moving the building. He said the sole building mover in this area, in a drive- <br />by assessment of the building, said it would be a miniinum of $25,000 and a maximum of $30,000 <br />depending upon how much of the building is to be moved. Mr. Lang said the mover did not indicate it <br />is determined by distance, although he is sure that is a factor. Mr. Dailey mentioned the old <br />Strongsville public library. He said in the back is a little historic village. He said he wonders if they <br />could put Rebecca's near or adjacent to the new library and the city could build up a historical village <br />with one or two buildings. Mr. Barker said that is a good idea but he would like to see if they can <br />finance it and procure money from somewhere else. Mr. Dailey brought up the corner of Broadview <br />and Snow Road. There is an old stone building that was recently saved from demolition and a sign <br />that inentions a foundation that came up with the money for that purpose. Mayor Musial asked Mr. <br />Halleen for the cost of the demolition of the building. Mr. Halleen indicated he does not know at this <br />point. Mr. Barker brought up that Mr. Halleen applied for a demolition permit and thought he should <br />have an idea as to the cost. Mr. Halleen said he does not have a cost on that specific building. The <br />Mayor said he wonders if in fact the building is moved could there be a cost savings with regard to the <br />demolition. Mr. Halleen said he cannot answer that.
