f Lord said they seem to have some better information. She said according to a conversation with Mr. <br />Franks in 1976, he said it has black walnut beams going back to about 1850. There was further discussion <br />about what documentation the board has. Mrs. Lord said the program is called the Historic Recognition <br />Program and that is what goes on the sign. Mr. O'Malley said if it is not all put into their rules and <br />procedures, they will not get the credit for the program through the CLG application. It has to be outlined. <br />Mr. Lang iilformed Mr. O'Malley that a set of rules and regulations was written for the commission as part <br />of a graduate program by his son about 2 or 3 years ago. Mr. Lang said he was advised at that time that the <br />commission, being a charter cominission, was not entitled to have any rules or regulations. Mr. O'Malley <br />said the code makes a reference to the authority of the commission to adopt and enforce rules for the <br />procedures to be followed by the commission. There was additional discussion about finding those rules <br />and.setting them in place. Mr. Dubowski asked Mr. O'Malley if he is aware of whether an interview took <br />place with Mr. Schumann. Mr. O'Malley indicated he is not certain. There was further discussion about <br />keeping updated on the progress of getting a new member. Mr. Lang explained that he found out Mr. <br />Schumann has spoken to the Mayor about the position. Mr. Lang returned to the topic of by-laws for the <br />commission. He said he will provide to Mr. O'Malley a copy of a letter from Mr. Dubelko dated May 30, <br />2000 regai-ding proposed by-laws for the commission, along with his reply to that request, with a copy of <br />the proposed by-laws dated May 22, 2000. He said between now and the next meeting they will pursue <br />further information with regard to Mrs. Franks' request for a plaque. <br />VI. OLD BLTSINESS: <br />1. Applicatzon, for• CLG - Mr. Lang said they have the form and they have a past CLG application which was <br />completed and returned to them with recommendations by the Ohio Historical Society. He said he believes <br />that currently they are in a good position to have the CLG application completed and hopefully approved <br />since a lot of the Society's concerns have been addressed by recent charter change. <br />Mrs. Lord said they do have a file of Community Council items and she found something from 1985. She <br />said they need to keep addinc, to that file. She pointed out Mrs. VanAuken was quoted in 1985 and a lot of <br />her stories were told. Mr. Lang said he will be ?nakinb phone calls to all of the members of the <br />commission, after he gets a i-eview from Mr. O'Malley, regarding the application for CLG as far as its <br />inclusivity to meet their recommendations and requii-ements for authorship of the board's responses on the <br />current application. He said between now and the 29`1' of September at least two things need to be <br />determined for sure and that is whether there is any new information in regard to siding past the 1980 <br />recommendations by the Secretary of the Interior, and whether or not they can verify the comment that was <br />made aboiit "can siding get so old that it won't hold paint." He found that to be an incredible statement. <br />Mr. Dubowski referred to a house he owned in Lakewood. He said the paint was perfect the day he bought <br />it. The following spring the paint fell off the siding in sheets. He gave a brief history of his experience <br />with the hoine. Mrs. Lord said this is why they »eed Mr. Schumann on the board, because he has <br />experience with the things they are discussing. <br />VII.
