Presei-vation - magazine of the National Trust for Historic Preservation <br />Newspaper artacles regarding Falls Road and potential landmark home in Glenville <br />Chccirmccn Lang indicated he received a phone call from St. Richard's Ladies Guild - The Guild wishes to <br />have a speaker from the Landmarks Commission appear before it sometime during the course of its next <br />calendar year for information as to the function of Landmarks but more so to speak of the history of North <br />Olmsted. It was determined the board will come up with a representative at some point to attend. <br />Clzairman Lang inrlicated he received a phone call from Mr. Phil Ardussi of the Rocky River Historical <br />Association - Mr. Ardussi informed him that Rocky River is holding a strategic planning session on <br />Saturday, October 4u' at 9:30 a.m. at the Rocky River Public Library at which location there will be <br />representatives of Westlake, possibly Bay Village, and other local historical societies for input into what <br />Rocky River should be looking at and doing. It is also meant probably for a brain storming session among <br />the local historical societies. Mr. Ardussi requested the name of a contact person for North Olmsted who <br />would hopefully be in attendance at that meeting. After much debate, Mr. Dailey indicated he would <br />attend the meeting on behalf of the Landmarks Commission. <br />VI. CONIldIITTEE REPORTS: <br />Mr. Lang said there are no committees currently, however, information came forward last month that they <br />need to have coinmittees so they can proceed with business. He mentioned the plaque request for Evelyn <br />Franks. He said he knows there was a request inade a year or so ago to use the new form for plaque <br />applications, but Mrs. Franks made application in 1986. Mrs. Lord said she thinks they did not have <br />enough information to process Mrs. Frank's request. It was not a matter of the form used. Mr. Lang said <br />because of Mrs. Frank's age she did not go down to the county archive to do her own research. There is a <br />letter dated November 6, 1996 from the county archives, from Dr. Judith Cetina, the manager of the <br />archives who is the one who researched the property for Mrs. Franks. There is, attached to the cover letter, <br />the list of all the past owners and maps beginning in 1860 up to one of the most current tax records of the <br />property showing the outline of the house as well as the property description. He said they have in the files <br />the OHI for the property. He said what Mrs. Franks was requesting back at that time was hopefully a <br />plaque. Mrs. Lord asked for the date on the OHI. It seems as if they could not ascertain a date. Mr. Lang <br />said it shows up on the map for 1860. He indicated his barn is across the street. He gave a further history <br />of the Frank's home and his home. Mrs. Lord said if the home is on the 1860 map it had to have been built <br />before 1860. Mr. Lang said they do not know when prior to 1860 it would have been built because there <br />are no records of anything prior to 1860. Mrs. Lord said there should be records prior to 1860. Mr. Barker <br />asked if the board has any plaques in its possession. Mrs. Lord said they do have plaques. Mr. Barker <br />commented they would just need the date strip produced. Mrs. Lord said there is some historical <br />significance to "circa." It does mean they just do not know. She said she thinks that is where they were <br />four years ago. They were wondering what date to put on the plaque. W. Lang commented that the <br />commission needs more than one individual to put in the time on work that is integral to the operation of <br />the coininission. He said he may not be employed but it does not mean he is inactive. It would take <br />approximately as little as 2 but as many as 6 hours at the archives to come up with the information that is <br />necessary for the determination of Mrs. Franks' plaque. Mr. Barker asked if it is the commission's <br />responsibility to do that, or is it the homeowner's. Mr. Lang said in normal circumstances it is the <br />homeowner's job. He said the best he can do right now is go across the street and talk to Mrs. Franks and <br />explain to her what is missing from her application that would be satisfactory for the board to give a <br />plaque. Mrs. Lord said she would be willing to go through the Landmarks files over the weekend to go <br />over the maps they have. Mr. Lang said he can call Judy Cetina at the archives and try to relay to her the <br />information the board needs from Mrs. Franks. Mrs. Lord reviewed that OHI is the Ohio Historic <br />Inventory and the board did a comprehensive survey of the community through the CLG grant in 1985. <br />Mr. O'Malley asked if they provided the date of the house at that time. Mrs. Lord said that Bob Perry said <br />it is circa 1878. Mr. O'Malley said if someone provides better information that would be the date. Mrs. <br />5
