Mrs. Mancuso said the front will be all roof except for the dormer. The dormer <br />will be siding. Mr. Corell asked if it will match the white on the side or the red in the other dormer. Mr. <br />Mancuso said they will change the red. Mr. Corell said his concern is that they tie it all together. Mrs. <br />Mancuso confirmed they will change the red to white. Mr. Barker asked when the house was last roofed. <br />Mrs. Mancuso indicated they have owned the home for two years and the roof is newer. Mr. Barker asked <br />if the shingles for the addition will match the existing roof. Mr. Mancuso replied they will match. <br />G. Corell made a motion to grant a certificate of appropriateness for an addition above an existing <br />garage as shown in submitted drawings. The resident will continue white siding on the east side, <br />change the red siding to white, and the roof will match existing shingle color. The motion was <br />seconded by T. Dubowski. Halleen KIA, 27712 Lorain Road Applicant is seeking permit for demolition of building (Dr. Barrv's) <br />Mr. Ron Kula and Mr. Carl Halleen came forward on behalf of C&C Realty, the property owner. Mr. Kula <br />said they want to demolish the two buildings and they will return the property to its natural state, which is <br />grass. Mr. Barker asked why they would do that. Mr. Kula said they do have future considerations for that <br />property that are being determined. He said before they can present any plans to the Planning <br />Commission, they have to go through Landmarks. Mr. Dailey asked what time frame they have for these <br />future considerations. Mr. Kula said they have already gone through a renovation process and it took <br />several years. Their intention is to move on this during the spring of next year, and present something to <br />the Planning Commission even sooner. Mr. Dailey asked if there will be a grassy area for perhaps only six <br />months. Mr. Kula indicated he cannot answer that question. Mr. Lang said it will be grass for as long as it <br />takes the applicant to get through all the boards. Mr. Kula said that is correct. Mr. Barker said W. <br />Halleen and an architect were before Landmarks about two or three years ago with the original KIA <br />dealership. He said Mr. Halleen was asked about the existing buildings and the board was told that <br />everything would stay, and then six months later, the Ziebart building on Porter was gone. He said the <br />board was told nothing else would be destroyed except for the building on Dewey and all of a sudden, a <br />building with significant history with the city, just disappeared. There is a big hole there and that has not <br />been sealed up. He said if permission is granted to demolish the two existing buildings, how can the board <br />be certain it won't remain two pits until the other boards and commissions approve whatever it is the <br />applicant doesn't want to tell the board about what they intend to do. Mr. Kula said if they take down a <br />building they have to take it back to its natural state. Mr. Barker mentioned the Ziebart building again. <br />Mr. Kula said that area has been worked on recently to return it to its natural state. Mr. Halleen said they <br />did not own the two buildings in question when they started the project. He said he asked Dr. Barry a long <br />time ago if he would sell the property to him. This is when they started the project. He said Dr. Barry did <br />not want to sell to him. He said they were two-thirds through the project and Dr. Barry put it up for sale. <br />He said obviously he bought it and in the meantime, they buy up buildings with the intention of <br />demolishing them and expanding. It is the only reason he purchased it. He said the Ziebart portion came <br />to a standstill because they want to incorporate the whole corner and went to another set of plans. He said <br />people on various boards wanted them to finish the project they started, and then go to the other. He said <br />they finally agreed to do that and that is why it sat there as it did for awhile. It was not the intention to <br />leave it like that. Mr. Barker said his point is that two or three years ago, Mr. Halleen told this board that <br />he would not tear down that building, and suddenly a permit was granted to demolish the building. Mr. <br />Halleen said he may have said that. Mr. Corell and Mr. Barker confirmed that he did in fact say that and it <br />is part of the record. Mr. Halleen indicated that things change. He said they originally were going to keep <br />the building and then the whole plan changed. Mr. Barker asked if the area where the Ziebart building was <br />will now be parking, a display area for cars, or a driveway. Mr. Kula said it will be grass. Mr. O'Malley <br />2
