Mr. Halleen indicated he has to speak to <br />legal counsel first. Mr. Lang asked who the contact will be. Mr. Kula indicated he will be the contact. <br />Mr. Lang asked where he is can be reached. Mr. Kula responded his phone number is 777-7600. Mr. <br />Barker asked Mr. Halleen if he had given any thought to leasing the building out to somebody. No <br />response was discerned from the tape. Mr. O'Malley asked if he thought there might be any interest in <br />buying the building. Again, no response was heard on the tape. Mr. Halleen then brought up the idea of <br />moving the building. He said he thought the board would be interested in the building. W. Barker <br />indicated they are interested but as a board, they have to go through the city or someone to seek funding for <br />something like that. Their budget is $500. Mr. Halleen said he doesn't have a problem putting it up for <br />sale to be moved. Mr. Corell said as his memory serves him, he recalls back to 1948 on that corner, when <br />the church was moved down on to Porter Road and the, oil company bought the corner, it was in fact the oil <br />company that bought the land and moved the church. He said that is also an option to preserve a historic <br />building. Mr. Barker said Mr. Halleen is offering it to the Landmarks Commission and the city free of <br />charge, if they want the building, if they can come up with the funding to move it. He said Mr. Halleen <br />may also offer it for sale to be moved to anyone other than the City of North Olmsted. Mr. Barker asked if <br />he was withdrawing the offer to the city. Mr. Halleen said no he is not. Mr. Lang said they just passed a <br />motion stating that if that building leaves the historic district it would create a detrimental effect. There <br />may be a condition on who buys it. Mr. O'Malley asked Mr. Halleen if he has received quotes on the cost <br />of demolishing the building. Mr. Halleen indicated he has not. Mr. O'Malley asked Mr. Halleen if he <br />would be interested in working with Mr. Lang or other members of the commission, and his attorney, and <br />himself, to lead the effort to find the resources necessary to save this building. They would seek out <br />funding sources that may be out there and identify locations that might be willing to take this on, such as <br />the Frostville area of the Metroparks. Mr. Halleen expressed some concern about the amount of time that <br />may take. He asked if he should put the building up for sale to be moved. He asked if the board would put <br />the word out to get an idea of what is out there. He said he is willing to work with them within reason. He <br />added they have been in the city since 1968 and they have had their differences but he believes they try to <br />keep a good clean business. They always pay their taxes and he has cleaned up that corner from what it <br />was on the west side. They want to do the same thing on the east. He said things always seem to become a <br />hassle. Mr. Lang explained the hassle comes because of restrictions. Mr. Halleen said it started back in <br />1999 or 2000 when they put a moratorium on that land and it wasn't even in the district. It was one thing <br />after another and he spent all kinds of money originally and then things changed. Mr. Lang said the board <br />appreciates his attendance tonight and they seem to, understand each other better. He said during the <br />interval they now have, they will be working to live up to the board's responsibilities and they look forward <br />to working with W. Halleen in meeting those. Mr. Halleen asked if he should look for a buyer for the <br />building. Mr. Corell said that appears to be one option he has. He said the board has a series of options to <br />look at. Their actions are bound by the code and it instructs them now to look at alternative uses with the <br />building in place. He said Mr. Halleen has already, identified there might be alternative uses with the <br />building elsewhere. They are both in the same book, just on different pages, doing the same thing. Mr. <br />Lang said his guess is it would be ok for Mr. Halleen to examine alternatives short of demolition. Mr. <br />Dailey said that is with the understanding they are looking to keep it in the historic district and not put it in <br />Elyria, for example, if someone has an interest there. Mr. O'Malley said the board's determination is not <br />limited to the district. It includes the city. He said to narrow the focus of relocation within the district <br />might be too narrow. Mr. Barker asked if Mr. Farrell, Halleen's attorney, has a copy of the Landmarks <br />ordinance. He suggested that a copy of the ordinance be sent by the Office of Commissions to both Mr. <br />Halleen and Mr. Farrell. Mr. Halleen mentioned there were two different dates on the notices. Mr. <br />O'Malley said the commission has addressed both applications simultaneously in one hearing. W. Lang <br />pointed out the parcel encompasses both buildings. Mr. O'Malley said they are both covered on tonight's <br />docket. W. Lang said the motion covers both buildings. Mrs. Davis commented that before some of these <br />things can happen, they need to get someone in there to determine the sturdiness of the building. Mr. Lang <br />6
