CITY OF NORTH OLMSTED "TOGETHER WE CAN NL4,KE A DIFFERENCE!" CULTURAL ACTIVITIES COMMISSION 11'IIlr1UTES - DECEIVIBER 3, 2003 IN OLD TOWN HALL 7:00 P.M. I. ROLL CALL: Chairman Garland called the meeting to order at 7:15pm. PRESENT: Chairman R. Garland, Board members; B. App, L. Beach, and B. Martindale. ALSO PRESENT: Clerk of Commission D. Rote. ABSENT: Board members; C. Birney and G. Thompson. II. REVIEW AND CORRECTION OF MINUTES: The minutes from the Cultural Activities meeting held November 5, 2003 have been submitted for approval. B. Martindale motion to approve the November 5, 2003 Cultural Activities minutes as written. L. Beach seconded the motion, which was unanimously approved. III. NEW BUSINESS: Mrs. App motion that Laurel Beach follow up on the library art issue by attending the committee meeting of council on Tuesday, December 9, 2003. R. Garland seconded the motion, which was unanimously approved. Discussion on the motion: Mrs. Beach questioned if the members minded her speaking for them. Each of the commissions present felt that Mrs. Beach was best suited to represent them at the committee meeting as she had spoke to those involved with the County Library once she read the news article. Mrs. Beach reviewed that there has been discussion regarding an art consultant to specify the art that will be placed within the new library. The Westlife article dated December 3, 2003 is not based on fact. The article suggests that the city should not hire a consultant they should look at consulting teachers within the school system to specify the artwork to be placed in the new library. However historically Libraries use consultants to choose the art. Other libraries have hired a consultant using the percentage costs set aside for the public art. They are not paid a fee or hired directly they receive a commission from the artists whose work is selected. Historically the consultant recommends a group of art to the library and community whom have a say in the final selection. The County has used this method in the past and she does not see any reason why North Olmsted shouldn't follow what has been done in the past. It is commonplace that 1% of construction costs is set aside for art. It has been quoted to her that.5% or $50,000 dollars has been set aside for public art. They are only asking that they not be micro managed and be allowed to spend the $50,000 in a way the architect and designer feel will compliment the space esthetically.
