He would <br />like to see a 6-foot mound with a 6 or 8-foot fence atop the mound to buffer the south resident. He <br />questioned the issue of drainage. Mr. Koeth stated that the applicants have to maintain any water <br />on the lot by code. Mr. Sturgeon is concerned that the rear ditch will not handle any further <br />draining as it overflows now. He believes that a pedestrian study should be conducted as well as a <br />traffic study. Mrs. Smith again questioned if the site would be a restaurant, and questioned the size <br />of the sign, as it will illuminate the interior of her home at night. She also felt that traffic would <br />become a bigger problem. She felt that allowing a retail business on the site would only encourage <br />more retail to the area. Mrs. Sturgeon voiced that the current traffic is bad now and this project <br />will only worsen it. She recalled that the applicant indicated that they serve breakfast sandwiches at <br />the Architectural Review Board meeting. She would like it clarified whether or not sandwiches will <br />be made on the site or not and why it needs to be open 24-hours a day 7-days a week. She does not <br />believe the applicant is being truthful. 1dlrs. Bowman voiced her concern of the troubled traffic and <br />felt that allowing southbound traffic to enter the site would worsen the accident rate and traffic jam. <br />Applicant's response: <br />Mr. Dalpiaz stated that Togo's was not included in this location. Togo's does sale lunch <br />sandwiches, meats and that type of thing. However, that concept is not taking place at this location. <br />This is Dunkin Donuts and Baskin Robins only. 1VIr. Koeth questioned if it would remain Dunkin <br />Donuts and Baskin Robins only and never include Togo's at this site. Mr. Dalpiaz indicated that <br />the intention is to not have Togo's. To have all three they need thirty-three hundred square feet and <br />this is two thousand square feet. He read allowed the letter submitted to Mr. Conway explaining <br />what they serve. The products they do have are coffee, tea, bottled drinks, cappuccinos, espressos, <br />hot chocolate, donuts, muffins, bagels, croissant, and various ice cream products. The services they <br />provide are through the drive-through or counter only and is a retail type buying experience. The <br />average ticket transaction is two minutes, drive-through traffic accounts for 40% of the transactions <br />with an average ticket price of $2.30. 1VIr. Lasko indicated that he has seen national advertisements <br />indicating that at any time of the day a breakfast croissant is available at Dunkin Donuts. Mr. <br />Dalpiaz answered "absolutely", they have a breakfast croissant that has egg and sausage and both <br />the egg and sausage are pre-cooked. There is a microwave that the pre-cooked items are heated for <br />1-minute. There is nothing in the building that requires anything mixed, there is no frying, proofing <br />per say, everything is brought in fresh. There are certain items like the egg and sausage that are <br />held then prepared for retail when ordered. He believed that it was easier to say what they do not <br />do. There are no food products that require on site mixing, or combining ingredients, there is no on <br />site proofing, no on site fryers, no hot meals on a plate, no soup in a bowl, no made to order <br />products. The services that they do not provide are no waitresses, no hostesses, no printed menus, <br />no reservations, no tipping, no grills, no fryers, no pots, pans, no overhead hoods, and not <br />considered a dinning room experience. They are considered a convenient stop. They will look at <br />landscaping taking into consideration of the neighbors to the south, and across the street as <br />recommended by Planning Commission to help the light bleed over. This site will allow eight <br />thousand square feet and they are coming in at a quarter of that, for less intensity. Councilwoman <br />at large Kasler did not feel the applicant answered the question regarding the 7-foot or larger <br />sandwich bar shown in the first plans. She again questioned if there would be a 7-foot sandwich <br />bar at this location if there are no sandwiches served or any intent of serving them in the future. If <br />it has been removed from the site the question is answered, but if it is still in the plans then she <br />would like the question answered. Mr. Dalpiaz suggested that the area is what they call out as a <br />sandwich station, is actually just that, people call their croissant with the eggs and bacon, in the <br />costumer's eyes is a sandwich. There are two units of refrigeration for the products that it takes to <br />assemble that and a counter top area and above that is a toaster oven to heat up the bagels to put <br />cream cheese on them and the microwave.
