On that issue she disagreed with Mr. Berryhill's <br />comments regarding the Architectural Review Board. She indicated that the Architectural Review <br />Boards comment was that the design was moving backwards not forwards. The Architectural <br />Review Board liked the original concept, the 3-D elements, and multiple storefront appearances to <br />the building. The design that was shown to the Architectural Review Board significantly strayed <br />from that and indeed looked more like a big box structure as those elements which broke up the <br />building massing in the original design were not shown. She has seen both of the new Target <br />building designs and in her professional opinion very little has change other than the color of the <br />building and the front entrance. She does not feel significant progress has been made on the <br />building and would like to see Target improve the design to comply closer to the first design which <br />they presented. Mr. Yager commented that although the plans are not exactly what the city is <br />looking for the plans are architecturally starting to move in the right direction. The reservations he <br />came into the meeting with are now more comfortable then when he first arrived. Mr. Berryhill <br />again reminded everyone that this is an evolution process and they will get there through all the <br />comments that are being made. Discussions and ideas are a good thing they take elements that <br />people like and incorporate them and get rid of others and clearly that is what the process is all <br />about. , <br />Target Store representative comments: ° <br />Ms. Bean wanted to express how Target felt about the community and how serious they are about <br />being a community neighbor. She reviewed that the store would be one hundred twenty four <br />thousand feet and employee one hundred and fifty employees. Each store is given a specific <br />amount of money for social and community issues. However applicants have to apply and no- <br />profits are considered first. They have a credit card program whereby the credit card holder can <br />designate a school of their choice to receive one percent of their spending to go to the school. Their <br />nation wide community program gives 5% of their federal taxable income nation wide to its <br />communities last year that number reached one hundred million dollars which was distributed <br />nation wide. They feel that they can reach a resolution that will work for everyone. 1dIr. Koeth <br />questioned if Ms. Bean was an architect. Ms. Bean indicated that she was an engineer by training. <br />Mr. Koeth questioned as far as the Target building goes which plan did she favor. Ms. Bean <br />suggested that out of the two drawings she just saw she preferred the drawing with the pointed <br />entrance. She felt it was moving to more of what they are looking for, for this community. <br />Builcling Department comments: <br />Mr. Koeth questioned if the four variances requested were the only variances needing to be looked <br />at. Mr. Rymarczyk suggested that there may be a variance that engineering may be involved in. <br />Which would involve the approaches coming in and out of the parking lot, they seam to be a little <br />bit wide but they could be revised on the plans to comply to the zoning code. Mr. Koeth <br />questioned if the Law Department, Engineering Department, or City Planner had any further <br />comments. <br />Residents comments: <br />Mr. Skoulis the homeowner's association president voiced that they do not want to stop or delay <br />the development in any way. They have been working hard to meet with the developer and <br />expedite the plan to come to some conclusion. However, this is the last remaining large-scale <br />development that will happen in North Olmsted. Therefore, this is very important to the City and <br />they the abutting neighbors are trying to make sure that the proposal is completed properly and is an <br />asset to the City. He attended the Architectural Review Board meeting and the rendering that the <br />applicants showed them had many problems for the residents. He became so upset at the meeting <br />that he lost his composure and started yelling. He apologized for losing his composure at the <br />5
