Architectural Review Board meeting. The concept shown at the Architectural Review Board <br />meeting in no why resembled what the applicant submitted to Planning Commission. The first <br />rendering shown to Planning Commission was liked by everyone i.e. Planning Commissioners, <br />residents, and even those Council members that were present. At the June meeting with the <br />residents the applicants presented the color rendering that was shown at the preliminary meetings <br />with Planning Commission earlier in the year and that is what the residents voted on. However, <br />every meeting since then seems to be moving further and further away from that plan. Chairman <br />Zergott stated at the Architectural Review Board meeting that he felt the plan was moving <br />backward from what they wanted. Mr. Skoulis voiced that he disagreed with Mr. Berryhill's <br />comment that the Architectural Review Board meeting was productive. Because the design that <br />was being presented to the board was not what Planning Commission discussed. The applicant <br />keeps saying this will be a Western Reserve look, however what they saw at the Architectural <br />Review Board meeting looked like nothing, more than a row of town houses. He strongly believes <br />that all discussion should be based around the first color rendering which was preliminarily <br />approved. The residents understand that a few minor changes may have to take place but they do <br />not want to see large variations from the color rendering first presented. Mr. Barnett indicated that <br />the residents along Linda Drive are at the narrowest point of the site and the residents that will be <br />most effected by the proposal. They are concerned that there is only a 49-foot distance between the <br />mounding and the residents as the area along Mitchell Drive will is a 75-foot buffer. Therefore, on <br />behalf of the Linda Drive residents they are requesting Planning Commission have the applicant <br />provide more buffering in that area he thought an additional 15-feet would help. They would also <br />like to request that the area remain in its natural state as it currently stands. If the area is disturbed <br />it will create more of a noise problem and they would like to request that when the City Forester <br />studies the site he include their area. The applicants should clean the trash and rubbish out and <br />address the draining issue by placing drain tiles to remove the water from the area. They would <br />also like to make sure that any trees that are placed on the site are mature trees, as 6-foot trees are <br />not going to buffer anything. The outer buildings are 3-story and the trees should be large enough to <br />block the line of site into their homes. The residents along the Linda Drive will be subject to all the <br />trucks making deliveries, trash compactors, dumpsters, residents moving in and out as well as <br />pedestrian noises. They would like to see all truck deliveries and dumpsters be placed in the garage <br />or basement. Mrs. Diver voiced a concern with the total massing of the building square footage <br />verses what the zoning code requires. The zoning code was just enacted one and a half-year ago <br />with the assistance and input of our Law Department and a Professional Planner Mr. Smerigan who <br />was hired to help the City rezone the land. Now Planning Commission and the Board of Zoning <br />Appeals is being asked to go against our own code which they just created a year and a half ago. <br />She is also concerned with the amount of retail on the site, as well as the main entrance that the <br />trucks will be using for deliveries. There will be all size trucks coming and going from this site and <br />backing up to the outer buildings as well as the Target store. There will be trucks ranging in sizes <br />of very small to over the road size trucks, which are 40-feet in length with a 16-foot cab backing <br />into these loading docks. The patrons also have to use the same area to park. How can the multiple <br />sized trucks maneuver the site at the same time the patrons are entering and existing the stores. The <br />applicants state that the delivery trucks for Target will maneuver the entire site to get to their <br />delivery docks along Brookpark Road that is a safety issue. She further questioned the curb cut <br />placements and asked that they be rethought. She questioned how much greens-pace would be on <br />the site or would any be asked for. She requested the residents be given a copy of the lifestyle book <br />Planning Commission referred too. Mr. Skoulis suggested that as the residents received small <br />plans, after the last Planning Commission meeting he received a copy of the larger plans from the <br />Commissions office so they could take a closer look at what is being done. There were changes <br />made that were not found. 1). Mounding is to be 8-foot high with 8-foot fence continuously along <br />the site.
