aChairman's directions: <br />Mr. Koeth voiced that the nights discussions were a good start and they would like Parcel-E to <br />gather more information and look at what has been suggested and return with complete plans. He <br />would like the developer to start the traffic and pedestrian survey before returning and to provide <br />the Planning Commission with publications on lifestyle centers. The Planning Commission <br />understands that the traffic and pedestrian surveys can not be completed before returning to <br />Planning Commission but the developer is to start the surveys. The forester is to be more <br />involved with the landscaping and removal of any trees and a safety report will be needed. The <br />applicant engineers are to work on the entrances and look at the sidewalks to possibly include <br />mounding for pedestrian safety. The proposal will go to the Architectural Review Board for their <br />comments. Planning Commission also wants to make sure the new City Planner has an <br />opportunity to interject her thoughts on the project. He does not want to see this project side step <br />the new City Planner. 1VIrs. Hoff=Smith requested that the new plans show 8-foot mounds with <br />8-foot fences as Mr. Berryhill suggested. Mr. Berryhill assured the members the mounds would <br />be 8-foot high with 8-foot fencing. Mr. Koeth voiced that this commission does not want this <br />plan rushed through nor does it want to see the same mistakes that have accrued elsewhere. <br />Further discussion with applicant: <br />Mr. Bee-ryhill remarked that he wanted to be sent for the variances needed before moving any <br />further. Mr. Koeth assured the applicant that they would be sent to the Board of Zoning Appeals <br />once the Planning Commission received the information they requested. Mr. Berryhill suggested <br />that he did not want to offend the Planning Cominission but with all due respect, it was the Board <br />of Zoning Appeals that he needed to go before as only they could grant the variances they seek. <br />Once they receive the current variances, they require they would send the plans to their <br />Engineering department to draw up complete/detailed plans for Planning Commissions review. <br />They would also be willing to return to the Board of Zoning Appeals if additional variances are <br />required later. Mr. Hreha voiced that all Planning Commission members were volunteers and <br />they are not just talking they volunteer their evenings to make sure the proposals submitted to the <br />city are best suited for what we are looking for. This commission is not ready to give their <br />recommendations for the variances you seek and until we are you can not move forward. Mr. <br />Beri-yhill suggested that if he was not forwarded to the Board of Zoning Appeals he was not sure <br />if he could return as the owner require assurances. Mr. Yager believed the plans were a good <br />beginning. A resident suggested moving the buildings he would prefer them where they are. The <br />architects could tweak what you have to include something monumental at the main entrance to <br />reflect the upscale appearance you are trying to achieve. Adding mounding along Brookpark <br />Road would be an upscale approach and would address some of the safety concerns. The mounds <br />could be tapered at the entrances to make sure everything is visible. Although the rendering are <br />good the forester needs to be closely involved with this project, as a lot of land will be cleared. <br />The applicant requires a height variance and unless it is spelled out as to what the height variance <br />is for, once granted anything can be that height. He strongly suggested that all variances required <br />be very specific as to what it relates to, so the City ends up with what it is seeing now. The <br />parking garage underground will involve grills, air ducts none of those items are shown on the <br />plans provided. There is very little information to grasp what is taking place on this site. Once <br />the variances are granted it could come back very different from what is shown on these plans. If <br />in fact the big box building will really look like this rendering that would be good. They are <br />starting on a good foot and if they continue in this direction, it will work out well for everyone. <br />Mr. Koeth indicated they wanted this evening comments addressed when the applicant return the <br />last ineeting in November. Mr. Berryhill suggested that they could not wait until next year to go <br />for variances. Mr. Lasko suggested the applicants already had the documentation needed to <br />assure their tenants Planning Commission and the City was willing to work with them as <br />preliminary plans were approved earlier in the year for just that reason.
