A few years ago there was an issue placed before the voters questioning if the City should allow <br />more spaces that are commercial and the residents loudly voted "No" to additional commercial lots. 'I'he <br />spirit and intent of the law precludes this development from going in were they are planning it. It is also <br />the spirit and intent of the residents who reside in the area that no commercial go in this area. He <br />encouraged the family to look at the coinmercial district for their site. Mr. Barker echoed both Council <br />members' thoughts and suggested that if the Boards and Commissions decided to allow this they should <br />research the sound decimal of the blowers, vacuums, and water dispensers put out. Discussions of <br />operating hours suggest operations 7-days a week 24 hours a day possibly. He strongly suggests that this <br />site be restricted to the same hours of operation as other commercial areas. Councilwomen at large C. <br />Kasler agreed with the two other council members who spoke. She is concerned about the increase in <br />retail within the City were retail is permitted let alone where it is not permitted. Mr. Meserini the <br />director for Wellington place voiced that he took offence to comments that Wellington is not a residential <br />place or a great place to live. The 40 residents who live there would strongly disagree, as it is a residence <br />to them. The residents who live at Wellington like the residential surroundings and use the walkways <br />every day to get their daily exercise. Although it is operated as a business, it is a residential setting for <br />the individuals that live there. li'Ir. Mingus a neighbor indicated that the business would be two houses <br />from his home and he does not believe that the Bergs have the proper experience running a car wash. As <br />there would be no employees there is no tax increase just the opposite would accrue, taxes would be lost, <br />due to the home being torn down. The traffic flow would increase if the owners were expecting 7 to 10 <br />cars an hour. The potential for crime rates to increase in this area is high. On the Internet, he found a <br />web-site www.rockymountiancarwash.com crime blotter that lists the crimes that have taken place at car <br />washes. 24-hour Car washes experience vandalism, car jacking, and thefts. He is concerned for the <br />safety of his children. Mr. Troiba?er the abutting neighbor to the site sees nothing lovely about a car <br />wash in a residential area no matter what type it is. The speed limit along Brookpark Road is 50 miles <br />per hour and cars will become backed up on busy days. There are 15 residential homes on this side of <br />Clauge Road not 10 as suggested. He was against Wellington place being constructed and Planning <br />Commission assured him that the only reason it was being allowed on the site was that it was not <br />cominercial. This is not a multi-family facility it is a commercial car wash that will be open 7-days a <br />week 24-hours a day. Mre Vannoy has lived in the same house for 42-years and raised his children in his <br />"small" house and he takes offence when his road and home are criticized. He has a copy of a survey of <br />the interchange of Clague and Brookpark Road and it is the third highest site for accidents in North <br />Olmsted. There are to many accidents at that corner now adding a car wash at the corner will only <br />increase the number of accidents that take place. He has had to adjust to Wellington's lights, lighting up <br />his house until 11:00 p.m. at night. The constant sirens from the fire trucks called to Wellington and a <br />car wash is not a solution to the use of that land. He suggested donating the land to the City to be used as <br />a park. He suggested that he had read the master plan from 1993 and it states the land should be multi- <br />family only not commercial. However, the master plan is to be updated every four years and he does not <br />know if that has been done or if the suggested use has been changed. Mr. Koeth indicated that the North <br />Olmsted Master Plan is scheduled to be updated in 2004. He reviewed that there was a review in the year <br />2000 but no changes were made. 1VIr. Vannoy suggested that the homeowners have been effected by the <br />building taking place in Fairview Park because when land is up heaved the animals have to start looking <br />for other areas to survive in. li'Irs. Toyama echoed the sentiments of her neighbors. She does not <br />believe a car wash belongs on their street. IVIr. K. Vannoy indicated that the applicants suggest that the <br />blowers are not loud. However, vacuums on the site would only raise the noise levels. The traffic noise <br />from I-480 is minimal the planes and the ambulances from Wellington are loud enough this would only <br />add to the noise and traffic problems. <br />Applicants response: <br />1VIr. Slegter wanted to assure the neighbors it was not their intent to insult the neighborhood as his clients <br />live in the area near their neighborhood.
