said when they are done with the expansion, everything should be inside. He confirmed that after 7uly <br />8`h there will not be any containers on the site. He said with bikes and everything else, they want it <br />inside the building. Mr. Franz said he can do that. Mr. Koeth added there should be nothing behind <br />the building. It should all be contained within the building. There were no comments or questions <br />from the audience. <br />R. Koeth made a motion to include in the proposal, the letter from Mr. Franz to the Planning <br />Commission dated June 3rd, 2003 where he states the ezisting brick wall will be inspected and <br />repaired, the littering will be addressed, and trash receptacles will be around the building, <br />including behind the building. The six trailers will be removed by July 8th 2003 and everything <br />that is either behind the building, on the side, or in front of the building will be inside the <br />building once the garden center is completed. The motion was seconded by S. Hoff-Smith and <br />unanimously approved. <br />R. Koeth made a motion to have any material that is displayed in the front of the building, or <br />any material that is stored in the back of the building has to be stored within the confines of the <br />building, or garden center. He said bicycles, snow blowers, lawn mowers, should be inside the <br />building. The motion was seconded by W. Spalding and unanimously approved. <br />3 Jared The Galleria of Jewelrv; PP# 235-28-003 Great Northern Mall <br />Proposal consists of constructing a new 5,700 square foot building. Note: Planning Commission tabled <br />this proposal at its 5-27-03 meeting. The Architectural Review Board approved this at its <br />6-18-03 meeting. Board of Zoning Appeals granted required variances on 6-5-03. <br />Applicant's Presentation: <br />W. Steven Greenberger of Sterling Jewelers, the owner and operator of Jared, came forward to address <br />the board. He reviewed the history of the proposal and said that they are seeking a recommendation to <br />move on to the Board of Zoning and Development so that they may proceed and build another nice <br />store in the city. <br />Questions and Comments: <br />Mr. Spalding asked if they will own the strip along Brookpark Road. Mr. Greenberger said no they <br />will not but part of their landscaping proposal goes out to that point so that the enhancement is not just <br />of the new building. They will be landscaped out along Brookpark Road. He indicated they do not <br />have a back to their building and their dumpster will be very well hidden by landscaping. Mr. Koeth <br />asked if there is a problem with the storm water storage. W. Greenberger said they submitted their <br />initial plans to the engineering department and they responded with some comments. He said their <br />civil engineer is working on the response to that right now. He added that 100% of the items <br />highlighted by the engineering department will be addressed and be back in their hands in the next two <br />weeks. Storm water management was one of the items they brought up. They provided a text <br />definition of what they will do. The engineering department asked for specific calculations and their <br />engineer will provide those. Mrs. Hoff-Smith mentioned there are other items on the list. She asked if <br />those issues will be addressed. Mr. Greenberger said it was a lengthy laundry list but everything that <br />was identified will be achieved to 100% satisfaction. He mentioned that Mr. Durbin had told them <br />they had not submitted civil documents, which at the time were not required. In spite of that, he did <br />get the civil engineering documents into the department for its review as opposed to waiting. <br />R. Koeth made a motion to approve Jared The Galleria of Jewelry; PP# 235-25-003 Great <br />Northern Mall, with the request from engineering to be included to ensure that they meet the <br />engineering standards and qualifications. The motion was seconded by W. Spalding and <br />unanimously approved. <br />4
