ROLL CALL: Chairman Koeth called the meeting to order at 7:40 p.m. <br />PRESENT: R. Koeth, J. Lasko, S. Hoff-Smith, T. Hreha, C. Allan, and W. Spalding <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Assistant Building Commissioner <br />T. Rymarczyk, City Engineer G. Durbin, and Assistant Clerk of Commissions A. Kilbane <br />IL REVEEW AND CORRECTION OF NIlNUTES: <br />The Planning Commission minutes dated July 8, 2003 have been submitted for approval. <br />R. Koeth made a motion to approve the minutes as submitted. The motion was seeonded by <br />W. Spalding and unanimously approved. <br />III. BTJILDING DEPARTMENT REQUESTS: <br />1. Halleen KIA; 27726 Lorain Road PP#232-10-044. 232-10-026, 025 and 232-10-024 <br />Proposal consists of an approved plan dated 3/12/02 returning due to the removal of the building <br />fronting on Porter Road "ONLY". The new plan is to use the area to store automobiles. Note: 1) The <br />applicant tabled themselves from the 11/12/02 Planning Commission meeting and was tabled 5/27/03. <br />2) Variances are required. 3) Engineering Department still requires all parcels be consolidated. <br />NOTE: This proposal was withdrawn from the agenda at the request of the applicant on 7/17/03. <br />2. 12emington College; 2635 Great Northern Shopping Center: <br />Proposal consists of new exterior improvements, new masonry covered entrance to the existing Top's <br />building to accommodate a post secondary school. Note: Planning Commission granted a conditional <br />use permit 1/14/03 and approved the proposal 5/27/03. Architectural Review Board tabled the plans <br />6/18/03. Variance request was tabled 6/5/03 by the Board of Zoning Appeals. <br />Applicant Presentation <br />Mr. Dan Saleet of ADA Architects came forward on behalf of Remington College. He indicated the <br />proposal received the approval of the Architectural Review Board contingent upon putting some <br />annuals along Brookpark Road. He then reviewed the site plan with the board. He explained that they <br />were asked to use annuals due to the salt used in winter months. The Architectural Review Board <br />suggested heavy mounding as well. They have added an island since the first Architectural Review <br />Board meeting and have taken out some of the dead landscaping. They even added two large 80 <br />square foot planters in the front to soften the building. <br />Commission Questions and Coanments <br />Mr. Koeth asked what else was discussed at the second meeting with that board. Mr. Saleet said the <br />sight lighting was touched on briefly and they have a new lighting scheme. They have 6 double head <br />poles in the parking lot that will be 30 feet high, at 400-watts. He said they will need 3 variances with <br />regard to the type of fixture, the setback allowed, and also the maximum foot candle level. He said <br />they have exterior lighting underneath the canopy and building mounted lighting per the city <br />regulations. He added they will have a conforming look to their neighbors as requested by the <br />Architectural Review Board; it wants a unifying look. <br />Building Department Questions and Comments <br />1VIr. Ryanarczyk indicated the building department has not viewed the lighting plan yet as it was just <br />received today. He said they will have to look into the variances that are needed prior to going to the <br />Board of Zoning Appeals. He believes there are the 3 variances that Mr. Saleet mentioned and there <br />may be a flagpole issue that will require a variance due to the height. Mr. Koeth asked if the applicant
