The presentation is for use by proposed owners of Parcel E, located on the north side of Brookpark <br />Road, Zoning is Mixed Use D. This preliminary land use plan is a referral from council for Planning <br />Commissions recommendations in accordance with (1149.07 (b)). Note: This proposal was tabled <br />by Planning Commission on 3/11/03 and the applicant requested being tabled 4/8/03. <br />Acting Chairman Spalding called all interested parties forward to review the proposal. Mr. Berryhill <br />with Carnegie Management came forward to review the use proposed. <br />Applicants Presentation: <br />Mr. Berryhill indicated that they have returned to present a plan that is best for everyone. They <br />would like to create a lifestyle center with a Target Store on the parcel. Target will be located on the <br />eastern part of the parcel. The building will look like two separate buildings but be one. The <br />building will have two different types of facades, one a western colonial and the other will match the <br />lifestyle building. The out parcel development will be a two story effect with Retail and Main <br />streetscape along Brookpark Road. The second story will be multi family component either <br />apartments or condominiums which has not been decided at this point. There will be a series of <br />outdoor cafes, walkways, detailed landscaping planters, and out door seating areas. The life center is <br />brought forward to Brookpark Road and places the parking in the back of the center. This will <br />further buffer the residents from the development by placing the parking between them and the <br />building. Although it is internally one parcel, it will look like two separate parcels. To address the <br />massing issues of the zoning code Target outside will look like two separate buildings, but will be <br />one continuous operation inside. There will be walkways, gathering areas, and outdoor seating to <br />separate the buildings. Such as outdoor dinning and outdoors lounging areas. They are excited about <br />the project and feel it is an opportunity to attract nice tenants. This parcel is smaller than most <br />lifestyle centers developed. The average site is 50 to 80 acres with several anchor tenants to attract <br />shoppers. However, because of the size and scope of the project Target it is the anchor to create the <br />environment. There will be walking paths all along Brookpark Road and eventually tie into the large <br />mainstream type look. To buffer the residents the landscaping will be 50 feet existing woods, but <br />cleaned up, then mounding system close to 8-foot then vinyl fence on top of that. They will address <br />the water problems in the area that currently exist. It will be one of the nicest developments in <br />northeast Ohio. They have not met the 50% 50% ratio regarding multi family, office to retail it is <br />more like a 70% 30% ratio. They do not meet the large-scale format or big box minimum <br />requirements that exist and the building will still be 125,000 square feet. He believes they have met <br />the massing issues through the different architectural looks and elements used. Without the Target <br />Store, the family center will not happen. <br />Commissioners comments and questions: <br />Mrs. Hoff-smith questioned if the second floor of the family center would be a multi family unit. <br />Mr. Berryhill suggested that there would be about 50 units and they expect the employees to be the <br />ones to live in the units. They will be either condominiums or apartments. IVIrs. Hoff-Smith <br />questioned if that type of family center would fit in this area and questioned the price range. Mr. <br />Berryhill suggested they would do two bedroom apartments between $850.00 to $1,300.00 a month <br />the apartments would be about 1,300 to 1,500 square feet. There will be private parking for <br />apartments below ground or right behind the family center and have escalators to the homes. Mrs. <br />O'Rourke questioned what type of retail stores would be placed in the family center. Mr. Berryhill <br />suggested that it would be high-end Restaurants and other high-end retail that is not presently in <br />North Olmsted. <br />Building DepRrtment laevYew: Mr. Rymarczyk indicated that as Mr. Berryhill has not suggested what variances they may need and <br />until building plans are submitted the Building department has no comments. <br />Law Department Review: <br />12
