Mr. Lasko voiced that he was concerned that the <br />County requirements may not be as stringent as North Olmsted's, so the applicant has to <br />make sure he meets North Olmsted's requirements. He suggested that section 1361.07 (D) of <br />the zoning code covers North Olmsted's requirements and the applicant should discuss the <br />requirements with a city official so he complies before he returns too Planning Commission. <br />Mr. Rankin suggested Mr. Conway advised him to meet with the County Health department <br />to make sure it is done correctly. <br />W. Spalding motioned to refer Lot Split Plat for Tim & Laura Rankin of 25020 <br />Rainbow Drive to the Board of Zoning Appeals for the approval or denial of the <br />variance request. The proposal will then return to the Planning Commission with all <br />the necessary approvals from all the parties involved so when Planning Commission <br />reviews the plans they can fully evaluate it request. S. Hoff-Smith seconded the motion, <br />which was unanimously approved. FORWARD TO BZA. <br />3. Consolidation Plat for Greater Cleveland RTA (Park-N-Ride), 5575 Great Northern <br />Blvd.: <br />The proposal is to consolidate Permanent Parcel Numbers 236-16-013 (0.26 acre), 236-16- <br />014 (approximately 4.7 acres), 236-12-004 (0.978 acre), and 236-12-012 (approximately 0.5 <br />acre) for the Greater Cleveland RTA Park-N-Ride. The consolidated parcel (6.44 acres) will <br />then be split into two parcels. Parcel A will be conveyed to Greater Cleveland RTA and will <br />be 6.072 acres. The City of North Olmsted will retain the ownership of Parcel B(0.368 acre) <br />and grant an easement for ingress and egress to Greater Cleveland RTA. Parcel B is the <br />NOMBL Lane drive. The location of the parcels is on the east side of Great Northern Blvd. <br />and the south side of Kennedy Ridge Road. Zoning is B, Residence, Single for Permanent <br />Parcel Numbers 236-16-013, 236-16-014 and the northern half of 236-12-004. Zoning is A, <br />Residence, Single for Permanent Parcel Numbers 236-12-012 and the southern half of 236- <br />12-004. Permanent Parcel Numbers 236-12-004, 236-16-013, and 236-16-014 are in the <br />Public Facilities Overlay District. <br />Vice Chairman Spalding called all interested parties forward to review the proposal. Mr. <br />Shaffer with RTA came forward to present the proposal. <br />Applicants proposal; <br />Mr. Shaffer suggested that the lot consolidation is done in conjunction with the Law <br />Department to give the city the main entrance as discussed earlier and the rear parcel to be <br />owned by RTA. Mr. O'Malley indicated that the driveway (parcel B) would remain city <br />property with an easement granted to RTA for access. The tree lawn or (parcel A) is to be <br />split offthen attached to the main park and ride area. As it currently stands, the city owns the <br />entire land and basically cleaning up ownership. RTA is take responsibility for the <br />maintenance of the access road as well as the rear property. Mr. Spalding questioned if the <br />City had a contractual agreement with RTA as far as the maintenance. Mr. O'Malley <br />answered "yes", there is a general operating agreement that is examined every three or four <br />years and an agreement that relates to an easement document that will be filed addressing all <br />of the responsibilities of RTA. <br />W.
