Parcel Numbers 236-16-013 (0.26 acre), 236-16-014 (approximately 4.7 acres), 236-12- <br />004 (0.978 acre), and 236-12-012 (approgimately 0.5 acre) for the Greater Cleveland <br />RTA Park-N-Ride. The consolidated parcel (6.44 acres) will then be split into two <br />parcels. Parcel A will be conveyed to Greater Cleveland RTA and will be 6.072 acres. <br />The City of North Olmsted will retain the ownership of Parcel B(0.368 acre) and grant <br />an easement for ingress and egress to Greater Cleveland RTA. Parcel B is the NOMBL <br />Lane drive. The location of the parcels is on the east side of Great Northern Blvd. and <br />the south side of Kennedy Ridge Road. Zoning is B, Residence, Single for Permanent <br />Parcel Numbers 236-16-013, 236-16-014 and the northern half of 236-12-004. Zoning is <br />A, Residence, Single for Permanent Parcel Numbers 236-12-012 and the southern half <br />of 236-12-004. Permanent Parcel Numbers 236-12-004, 236-16-013, and 236-16-014 are <br />in the Public Facilities Overlay District. J. Lasko seconded the motion, which was <br />unanimously approved. <br />V. COMMUNICATIONS: <br />Ordinance No: 2003 - 36 <br />An ordinance amending section 1123.13 of the North Olmsted Zoning Code, Entitled <br />"Finality of Board's" to permit the City to seek appellate review of determinations made by <br />the Board of Zoning Appeals. <br />Mr. O'Malley indicated that he prepared a memo to explain that this ordinance would be <br />best explained as an observation on the part of the sponsor. This is a procedural shortcoming <br />within the city's code: In order for the city to preserve its right to. appeal, it needs to be <br />established by ordinance. The ordinance is not intended, designed, or meant to insult or <br />offend the Board of Zoning Appeals in any way. At their last meeting, he reviewed that this <br />is just preserving an option for the city. <br />W. Hoff-Smith seconded the motion, which was unanimously approved. <br />Memo from the Office of Commissions regarding 2003 budget <br />Chairman Spalding indicated that although the commission did not get the total funds <br />requested council did provide funds so that the Master Plan review could get started. <br />Continued discussion of Master Plan Review: <br />Mr. Lasko indicated that now the funds have been put in place a scope to address how things <br />will be addressed should be drafted. Mr. O'Malley indicated that the amount of funds <br />involved would again have the board working with council as issues of contracts, proposals <br />and things of that nature will need to be addressed and should be deferred to the law director. <br />The board can prioritize what needs to be addressed by the consultant. Ideally, concrete <br />solutions should be put into place with this review. With this budget, there is not enough <br />money to have a consultant along for the entire process. Mrs. O'Rourke questioned if the <br />county would work free. Mr. O'Malley suggested inviting the County back to let them <br />7
