Mrs. Hof-Smith questioned the hours of operation. Mr. Zvaigzne reviewed that the school would <br />have three different shirts the earliest shift would start at 8:00 a.m. and the latest shift would end at <br />10:30 p.m. The classes will run Monday through Thursday and only teachers and administration <br />will work in the building Friday and Saturdays. Mr. Spalding inquired what would be done to the <br />front fagade. Mr. Zvaigzne indicated that they would only be making changes to the front farade. <br />Mr. O'Malley reminded the board members that the only matters they should be addressing were <br />those related to the conditional use permit that is being requested. Parking issues, lighting hours of <br />operation and matters such as those could help the board in their decision. Mr. Spalding questioned <br />if the Building Department had any issues with the request. Mr. Conway reviewed that conditional <br />use permits are usually given to schools when they are located in a residential development, so the <br />need for any school to require a conditional use permit is not uncommon. Currently he is working <br />with the Law Department for a way to address issues regarding private and secondary schools <br />through codes. He does not believe the school will cause the mall conflicts and may be a good fit for <br />the mall. Mr. Spalding questioned if the school would add traffic problems within the mall. Mr. <br />Zvaigzne indicated that as classes run in shifts with the first shift starting before the mall opens the <br />school traffic should not effect the mall at all. Mrs. Hof-Smith questioned if the applicants were <br />predicting there would be a building occupancy of 350 people, which includes students and staff. <br />Mr. Zvaigzne suggested that that would be once the school is running at full capacity. Mr. Hreha <br />questioned if the school was not going to occupy the entire building. Mr. Zvaigzne indicated that <br />when the school first opens they will not be using the entire building but as the student body grows <br />the will expand to the point of using the entire building. Mr. O'Malley reviewed that Planning <br />Commission's recommendations would be forwarded to Council. If Council grants the Conditional <br />Use Permit, the applicants will need to return to Planning Commission with complete working plans <br />showing what is to be done to the building. <br />W. Spalding motioned to reeommend that EAI 12ealty, Inc. of 26350 Brookpark Road be <br />granted a Conditional Use Permit to operate a private post-secondary career school in the <br />former Tops building. S. Hof-Smith seconded the motion, which was unanimously approved. <br />Motion Carried <br />2. North Olmsted Evangelical Friends Church: 5665 Great lolorthern Blvd.: <br />Proposal consists of addressing screening and mounding that was not settled through minor change <br />process. <br />Vice Chairman Spalding called all interested parties forward to review the proposal. Mr. Funk the <br />Project Manager came forward to review the proposal. <br />Developers Presentation; <br />Mr. funk reviewed why the mound issues were returned to Planning Commission. The original <br />proposal that was approved called for mounds and trees to block car lights from the church parking <br />lot. Unfortunately the mounds and landscaping were never completed and the Building Department <br />did not call it to their attention until recently. Once it was brought to the Churches attention, they <br />applied for a minor change to be allowed to erect a board on board fence to block the headlights. <br />However, the minor change was denied thereby putting the proposal before Planning Commission <br />for a second time. They would like to be allowed to place a white vinyl fence along the rear of the <br />site. The fence would be placed in a position that will block the car headlight look to stand 8-feet <br />high but only be 6-feet high. They will also plant pine trees and low bushes near the south side of <br />the church, which were not included in the original approval. <br />Board Members Comments and Concerns; <br />IVIr. Spalding questioned if the new landscaping would blend into the existing landscaping on the <br />site. Mr. Funk suggested that there would be some existing landscaping removed and replaced with <br />2
