Spalding motioned to approve North Olmsted Evangelical Friends Church of 5665 Great <br />Northern Blvd. their request to use a 6-foot white vinyl fence and additional landscaping. <br />Planning Commission also requires the applicants to address the drainage issues brought up <br />by the Engineering Department. Planning Commission noted that although the plans show <br />board on board fence white vinyl fencing would be used. J. Lasko seconded the motion, which <br />was unanimously approved. Motion Carried. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1. Romp Realtv Lot Split PP# 237-01-001,007, 007: <br />The proposal is to split Permanent Parcel Number 237-01-001 into two parcels. The existing parcel <br />is 4.06 acres. The parcel is 1-shaped and fronts on both Lorain Road and the East Side of Columbia <br />Road. The parcel has a Lorain Road address. The new property line will subdivide an existing <br />building and several variances will be required. The northern 500 feet +/- of the parcel is zoned <br />Retail Business, General. The southern 150 feet +/- of the parcel is zoned C Residence, Single. <br />New Parcel A will be located in the northeast portion of the existing parcel in the Retail Business, <br />General zone. New parcel B will be located in the southern portion of the existing parcel in both the <br />Retail Business, General zone and the C Residence, Single zone. NOTE: Planning Commission <br />tabled this proposal on March 26, 2002, September 24, 2002 meetings and the applicant tabled <br />themselves on April 9,2002. <br />Vice Chairman Spalding called all interested parties forward to review the proposal. Mr. Schmitz <br />the Architect, Mr. Oravecz with Terra Group and Mr. Terry Romp the Landowner came forward to <br />review the proposal. <br />Developers Presentation; <br />Mr. Schmitz reviewed the existing buildings and which of the structures would be included in the <br />lot-split. One of the property lines has been moved to create the new parcel. There were issues <br />concerning adjudication orders the Building Commissioner issued and Columbus addressed the <br />building issues created by the lot split. There are 3 variances that will be required, one for rear <br />setback, second is a 10-foot sideyard variance and the third is exceeding 32% lot coverage. The <br />parking is currently shared and they have come up with a parking easement for all buildings <br />involved sharing parking spaces. They have submitted a copy of the easement as well as a <br />development agreement to the City Law Department. Mr. Schmitz suggested that the lot-split <br />should be allowed as it would benefit everyone involved, including the City. Mr. Schmitz showed <br />the commissioners a sample either of what they would build or of how the new fagade on the front <br />building would look. The Lease with Drug Mart is not up until the late part of 2003 and they have <br />been trying to work with them regarding a new lease. However, Drug Mart as not disclosed whether <br />they intend to renew their lease. If Drug Mart does not renew their Lease they will demolish the <br />existing building and construct a new building. They realize they must submit complete plans later <br />to seek Planning Commissions approval for any changes made. They would like Planning <br />Commission to approve the lot-split and recommend Board of Zoning Appeals grant the variances <br />needed. <br />Law Departments comments; <br />Mr. Spalding questioned if the law department had any issues with the documents received from the <br />developer. Mr. O'Malley voiced that he would address the adjudication order and their returning <br />with everything requested. The applicants were instructed to address the adjudication order, which <br />they did, and to submit complete development plans. They have not submitted complete <br />development plans and seem to be very eager to have the new owner take the land and problems <br />over for them. Planning Commission requested that development plans be submitted so they could <br />address the lot-split and development at the same time. Planning Commission should not bind the <br />4
