He feels <br />pressed to action without fully being armed with the information he needs to make a sound decision. He <br />likes the general direction and demeanor but just because Mr. Montgomery says it is going to be green <br />space, that could change daily once they rezone it. They have to consider the most subtle of uses and most <br />extreme uses within the zoning code that they allow. Mr. Montgomery asked would he not have to abide <br />by whatever zoning requirements there are once it became rezoned commercial. Mr. Yager said yes but <br />that doesn't mean it has to be green space. Mr. Koeth said they can rezone from residential to commercial. <br />Mr. O'Malley said they can make it two separate items. Mr. Koeth said they can then consider the <br />consolidation later. _ Mr. O'Malley said the zoning needs to lead the way. The rezoning process can take <br />any amount of time the Council might require. Council might have an ordinance drafted and send the <br />zoning issue back to the Commission. He said the engineer has a zone map if the board would like to look <br />it over. The board members reviewed the zoning map with Mr. Durbin and there was further discussion <br />about the zoning. Ms. Wenger said they need to remember that the board's recommendation is the first <br />step for Council to consider the rezoning. She said her recommendation is, given the zoning map and the <br />character of the area, it would be appropriate to be rezoned as Retail Business and the board should <br />recommend to Council that they proceed with it. They can recommend beyond the two that are shown. <br />Chairman Koeth asked if there were any questions from the audience. <br />Audience Questions/Comments <br />Ms. Jane Parker asked if they really need a new retail strip in North Olmsted. Mr. Montgomery said it <br />is needed in the proposed area. Ms. Parker asked what kind of shops will be there. Mr. Montgomery <br />said the size of the shops are designed to attract a card shop, and ice cream stand, a home town type of <br />business. Ms. Nancy Franz asked why the board doesn't just rezone all of Lorain for retail. Mr. Koeth <br />explained it is already zoned retail. <br />J. Lasko made a motion to rezone Permanent Parcel Numbers 231-26-004, 231-26-005, and 231-26- <br />003 from C Resident Single, to Retail Business General. That is the recommendation of the Planning <br />Commission to City Council. The motion was seconded by R. Koeth. Roll call on the motion: C. <br />Allan, M. Yager, J. Lasko, R. Koeth - Yes, and W. Spalding - Abstain. Motion Carried. <br />J. Lasko made a motion to table the consolidation of Permanent Parcel Number 231-26-006 with <br />Parce1231-26-004, and 231-26-005.
