CITY OF NORTH OLMSTED <br />PLANNING COMMISSION 1VIEETING <br />NOVEMBER 9, 2004 <br />MINUTES <br />1. CAUCUS <br />II. ROLL CALL <br />PRESENT: Chairman, R. Koeth, Board members; W. Spalding, M. Yager and C. Allan. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Planning Director K. Wenger, City <br />Engineer G. Durbin, Assistant Building Commissioner T. Rymarczyk and Clerk of Commissions <br />D. Rote. <br />ABSENT: Board members S. Hoff-Smith, T. Hreha and J. Lasko <br />REVIEW ANI) CORRECTION OF MINUTES: <br />The Planning Commission minutes dated October 26, 2004 have been submitted for approval. <br />R. Koeth moved to approve the October 26, 2004 Planning Commission minutes as written. <br />W. Spalding seconded the motion whieh was unanimously approved. <br />III. COMMUNICATIONS <br />Commission to discuss December meetings: <br />After a brief discussion the chairman stated that the December 28, 2004 meeting would be <br />cancelled due to the holidays, as most of the members will be out of town. <br />IV. OLD BUSINESS <br />Chairman Koeth advised all applicants that as only four members were present, in order for a <br />proposal to pass or fail all four members would have to vote unanimously; otherwise the <br />proposal would have to return as it takes a majority vote to pass a proposal. He further <br />questioned if either applicant wished to wait for another meeting when more members are <br />present. Both applicants wished to be addressed. <br />Turf Snecialist Inc., 31407 Bradley Road: (WRD 3) <br />Proposal consists of a proposed pole building to be used as a storage shed for storage of <br />equipment. Note: Architectural Review Board addressed this proposal on 10-20-04 and Planning <br />Commission tabled the proposal on 10-26-04. The Board of Zoning Appeals addressed <br />variances on 11-4-04. <br />Chairman Koeth called all interested parties forward to review the request and asked for the <br />department reports. Planning Director Wenger stated that the proposal consisted of a storage <br />building and site improvements. The applicant appeared before the Architectural Review Board <br />and made the following changes per their recommendations: <br />• Roof color changed from green to brown to match existing structure <br />• Trees added along side (6 white pines) and around detention area <br />• Lighting has been modified so as not to require a variance <br />Additionally, in the revised plans, the applicant shows arborvitae between the driveway and <br />adjacent property, and lighting levels have been reduced adjacent to the rear property lines. The <br />Board of Zoning Appeals granted a variance for the driveway being approximately 2 feet from <br />the property line. However, the Engineering Department has indicated that the grading on the <br />1
