The applicant submitted <br />drawings complying with the City Engineer's request. <br />Mr. McFarland, the owner, reviewed that the driveway edges will be flared and the entrance will <br />be landscaped to buffer the view of the storage building. New plans were submitted to the <br />engineering department depicting the changes the City Engineer requested. The driveway from <br />the existing garage to the storage building will be 18 feet wide. They incorporated all <br />Architectural Review Board recommendations and added more landscaping. The chairman <br />thanked the applicant for working with the city departments and commissions. <br />R. Koeth moved to approve Turf Specialist Inc., of 31407 Bradley Road, which consists of a <br />pole building to be used as additional storage shed, with the recommendations of the City <br />Engineer to move the driveway in 2 additional feet to have the driveway a total of 4 feet in <br />from the property line. W. Spalding seconded the motion which vvas unanimously <br />approved. <br />V. NEW BUSINESS <br />Rosati's Custard (former Blimpie's), 26261 Lorain Road: (V6'RD 4) <br />Proposal consists of minor exterior modifications and site improvements. Note: Architectural <br />Review Board addressed this proposal on 10-20-04 <br />Chairman Koeth called all interested parties forward to review the request and asked for the <br />department reports. Planning Director Wenger stated that the proposal originated as a minor <br />change request with the Building Department. However, the layout of the site and the addition <br />of the proposed cooler to the south side of the building encroached on a setback, requiring <br />variances and requiring the applicant to proceed through the regular review process. <br />The Architectural Review Board evaluated this proposal on October lOth. In their motion, the <br />Architectural Review Board made the following recommendations: <br />• Submit new ideas for the front fagade <br />• Add to or replace landscaping <br />• Add decorative planter boxes and garbage cans to front concrete area <br />s Raise fencing around the cooler to hide the cooling unit and match the building <br />• Dumpster enclosure to be galvanized railed system with wood siding <br />• Add bike racks on the site <br />In the revised drawings, the applicant has added an outdoor seating area, planter boxes, and bike <br />racks. The fencing around the cooler has been modified according to Architectural Review <br />Board recommendations as well as the dumpster. However, no improvements to the building or <br />landscaping have been proposed. The Planning Commission is aslced to evaluate the proposal <br />and make recommendations to the Board of Zoning Appeals on two variances that the applicant <br />will require. <br />Assistant Building Commissioner Rymarczyk stated the applicants require the following: <br />• A special permit to add to a non-conforming building <br />• A 42 foot rear yard setback <br />• An 8 foot 8 inch side yard setback <br />Variances are required due to the wood enclosure around the proposed outside cooler at the rear <br />of the building. The building department has no objections to the proposal. <br />2
